Brief Description of Assignment |

Selection of a professional Consulting Firm
to conduct feasibility study related to environmental, physical and economic suitability for establishment of proposed Bangabandhu Sheikh Mujib safari park, at Lathitila beat of Moulvibazar.
The followings are the specific objectives of the project:
a) Assess the status of existing facilities
b) Assess the feasibility of the proposed site for establishing safari park
c) Identify the potential interventions needed in the proposed site for establishing safari park.
The Consulting Firm will work under the direct control and supervision of the Project Director (PD) and will perform the following duties and responsibilities:
Assess and document the existing facility of the proposed site, assessing the landscape to establish animal enclosures, fodder plantation, grazing land, area of enrichment Plantation, assess wildlife procurement including transport, food, medicine and nursing. Assessing in-situ and ex-situ conservation of extinct and endangered wildlife, scope for internal and approach road development, residential building and functional building construction and other civil works like road, culverts, quarantine shed, walking trail, animal feeding spot, aviary, electricity, water supply etc. Assessing and identify the area for establishing core safari park, safari kingdom, Asian safari park, children park, office & residences, Eco-cottage and rest corner, water body for bird and other animal, animal hospital, nature history museum, herbivore-carnivore gates, nature interpretation center, requirement of vehicles, safari bus, safari mini bus, electricity and water supply, machinery and equipment, ,local and foreign training and so forth. The firm will submit feasibility study report along with Environment Impact Assessment(EIA), Social Impact Assessment, Infrastructure Project Development Facility(IPDF), Floral and Faunal survey report, Digital Land survey, Economic Analysis, Risk identification & mitigation plan, Traffic management plan and relevant documents to prepare a standard feasibility study report for the Government of Bangladesh. |
Experience, Resources and Delivery Capacity Required |

Interested consultants must fulfill the following qualification, experience and requirements:
(i) The consulting firm should be experienced in designing environment friendly and conducive to wildlife infrastructure.
(ii) Minimum 5 (five) years of proven work experience in the field of Safari Park/eco-park establishment.
(iii)The firm should have valid government registration with experienced office staff.
(iv)The firm should have experience with dealing the professional consultants.
(v) Experience with ecotourism, eco-park and national park development projects will be the additional qualification.
(vi) Firm should have the required survey equipment as appropriate to conduct the feasibility study.
(vii) Proven record of financial and institutional soundness of the firm (Please provide last 03 audited financial reports.
(viii) Proven record of designing and supervising of the professionals in the regular payroll of the firm.
(ix) Interested consultants must be able to make available the following key professionals: Team leader-1, Safari Park management expert-1, Sociologist-1, Architect-1, Forestry Expert-1, Wildlife Expert-1, Finance and accounts officer (Work station: Moulvibazar)-1,GIS expert, Surveyors-2 and Support Staff-3 Nos.
(x) Must submit valid Trade License, Income Tax return certificate, VAT registration, Bank statement. |

1. The Consulting Firm will be selected using the Public Procurement Rule 2008 and Quality and Cost Based Selection method will be followed.
2. Only Short-listed Firms will be allowed to submit RFP (Request For Proposal).
3. Interested consultants must provide documents (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) in support of their experience and qualifications demonstrating that they are fully qualified to perform the services along with the EOI.
The Project Director now invites eligible applications from the Bangladeshi national consulting firms for the service mentioned above. Interested Firms are requested to submit application with a cover letter. Application in duplicate in a sealed envelope and externally marked title of the Service must be submitted to the office of the Project Director, Preparation of Master Plan and Feasibility study for establishment of Bangabandhu Sheikh Mujib safari park at Moulvibazar Project by 4:00 PM, 28th October 2020. EOIs will be evaluated on the basis of qualifications and experience mentioned above. |
