INFORMATION FOR APPLICANT

Brief Description of Assignment : Dhaka WASA intends to appoint a consulting firm to provide consultancy services for Physical Verification and Valuation of Non-Current Assets, Inventory and Review & Reconciliation of Grants & Other Funds of DWASA. The assignment includes but not limited to- A. Physical Verification & Valuation of Non-Current Assets: 1. Collection of data on fixed assets (PPE and CWIP), conducting physical verification, classification and listing of fixed assets including all underground assets, determination of present condition of fixed assets and item wise codification thereof in compliance with “IAS 16”. 2. Comprehensive valuation of non-current assets and preparation of asset valuation report and asset register. 3. Preparation of policies and procedures manual for non-current asset management. 4. Development of integrated Non-Current Asset recording, maintenance and management software for Dhaka WASA. 5. Preparation of a non-current asset schedule and reconcile the same with the records maintained by Accounts Department of Dhaka WASA and submissions of a report with specify the amount to be incorporated in the Financial Statement. B. Physical Verification & Valuation of Inventory: 1. To conduct physical verification & location wise listing of all inventory items and determination of present condition of materials/ stock for example- excess/ shortage, stock damaged/broken, serviceable/unserviceable and obsolete items. 2. Determination of inventory value in accordance with “IAS 2” and preparation of inventory valuation report. 3. To prepare/use existing code for all stores & stock items, preparation of inventory register and update systems and data/balance in existing store management software. 4. Preparation of inventory schedule and reconcile the same with the records maintained by Accounts Department of Dhaka WASA and submission of a report with specify the amount to be incorporated in the Financial Statement. C. Review & Reconciliation of Grant & Other Funds: 1. Collection of all legal agreements in connection with the grants and other funds received from Development Partners and GOB, review & analyze pertinent clauses of the agreements including relevant documents & records to confirm actual receipt & payments and determine appropriateness of recognizing the funds in accordance with “IAS-20”. 2. Preparation of a grants register, loan register, loan repayment schedules and submission of a report on the grants and other funds of Dhaka WASA. 3. Preparation of a grants and other funds schedule and reconcile it with Dhaka WASA’s books of accounts and submission of a report with specify the amount to be incorporated in the Financial Statement. Any other works relevant to fixed assets, store & inventory and grants & other funds as per requirement of Dhaka WASA. All inputs and equipment will have to be provided by consulting firm’s own arrangement.
Experience, Resources and Delivery Capacity Required : The interested firms/ Joint Venture firms must meet the following minimum criteria for short listing: a) The consulting firm(s) must be registered with Institute of Chartered Accountants of Bangladesh (ICAB). b) Must have minimum 10 (Ten) years of general experience. Firms having experience in similar assignments will get preference. c) Firm should have at least 100 articled students, two partners and a Chartered Accountant Manager including provision of graduate Engineers (Computer/Electrical/Mechanical/Civil)/Valuer/Surveyor etc.) to carry out the proposed consultancy and valuation services. d) Average Annual Turnover of minimum BDT 1.00 (one) Crore for the last three consecutive years. The firms/ Joint Venture firms meeting above minimum criteria are requested to submit EOI along with company registration, upto-date trade license, Tax & VAT registration certificate, updated income tax payment certificate (2018-19), last three years audit reports, bank solvency certificate and valid documents of relevant working experience.
Other Details (if applicable) : Interested firms may obtain detailed Terms of Reference (ToR) and other information from the Office of the undersigned through email or in person within 10:00 AM to 3:00 PM in any working day prior to the closing of EOI. ToR is also available in DWASA website (www.dwasa.org.bd). EOI with supporting documents shall be submitted in person/ courier before the EOI submission date. No mail/soft copy will be allowed.
