INFORMATION FOR APPLICANT

Brief Description of Assignment : The scope of service of the procurement specialist will include, but are not limited to: • Provide advice on procurement policies and procedures to ensure consistency with World Banks Procurement Regulations and Government’s Public Procurement Act and Rules; • Prepare and update the procurement plan and the procurement transactions through the Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system; • Prepare review procurement documents like bidding documents, procurement notices, Request for Proposals (RFP), bid/proposal evaluation reports, draft contracts etc. for all packages in accordance with the procurement procedure of the People’s Republic of Bangladesh and the World Bank Procurement Regulations, as applicable; • Assist- guide the Tender Opening Committee (TOC) and -or Proposal Opening Committee (POC) in preparing the relevant documents. • Prepare periodic reports required by MoDMR or IDA, and ensure proper follow-up of necessary actions; • Act as a member of the bid-proposal evaluation committee and evaluate bids-proposals along with other TEC-PEC members and prepare bid- proposal evaluation reports; • Monitor the progress of activities according to the Procurement Plan, identify slippages and take risk mitigation actions • Assist the PIU to prepare different types of procurement related reports of the project. • Guide assist the PIU in handling relevant procurement related complaints. • Actively participate in all pre-bid/ Pre-proposal meeting with prospective bidders. • Guide assist the PIU in all procurement related activities; • Prepare procurement risk mitigation plan with a set of performance indicators as per WB requirement as well as GoB, if necessary. • Assist guide the PIU in publication of the Procurement Notice in different print and electronic media. • Train the project officials to develop their procurement capacity. • Prepare and submit quarterly procurement report as per the agreed format with IDA and in accordance with the provisions of the loan credit grant covenant of project and the guidance of Project Director. • Carry out any other relevant duties that may be assigned by the Project Director concerned authority from time to time.
Experience, Resources and Delivery Capacity Required : The selection criteria are: • Relevant educational qualifications: • At least a Bachelor's Degree in Engineering; or a Masters Degree in Business Administration, Commerce, Finance, Law, Procurement or any relevant subject; • Professional qualifications in procurement, purchasing, and-or supply chain management (such candidates will be given preference); • General Experience: • Ten (10) years of general experience in Public Procurement; • Specific Experience: • Five (5) years of relevant experience in a position having responsibilities with a substantial content of his -her position in the procurement area in government-semi-government institutions, or with international donors, implementing development projects: o preparation of bidding documents and requests for proposals for procuring of goods, works and services as well as evaluation of the same; o sound understanding of principles underlying good procurement practices and international agencies’ procurement guidelines; o extensive knowledge of Government’s Public Procurement including solid working knowledge on PPA-2006 and PPR-2008 o extensive knowledge of World Bank or other MDB’s Procurement-Consultant Guidelines) • Proven working experience in procurement following IDA’s or other Multilateral Development Banks Procurement Guidelines; Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest.
Other Details (if applicable) : Duration: The duration of the consultancy services is tentatively thirty-three (33) months. However, it may be increased or decreased based on the performance of the consultant and project needs. 5. The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 7.
