INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The scope of services of the Environmental Specialist will include but not limited to the following (Complete TOR is available in the following website: www.bb.org.bd/aboutus/tender/tenders.php):
• Assist the IPFF II Project Cell, PFIs, and project sponsors with the initial E&S screening, scoping and categorization of proposed sub-projects; E&S performance rating of PFIs for IPFF II financing
• Reviewing and finalizing the detailed ToRs (as per requirements of World Bank Operational Policy 4.03) prepared by project sponsors for ESIA for specific sub-projects proposed for IPFF II financing
• Review and assess monitoring report, ESIA, ESMS, ESMP, ESAP, associated instruments of Sub-projects (completeness and quality, risk category in line with the World Bank/ IFC Performance Standards-OP 4.03 together with as per ESPP of IPFF II Project
• Advice IPFF II E&S Technical Committee on the adequacy of the project categorization proposed by PFIs; Evaluate quality of final ESIA, ESMP, ESMS, ESAP/ESCP, and other instruments and recommend clearance to the IPFF II E&S Technical Committee
• Review and assess PFI’s report submitted to IPFF II project and visit sub-projects as and when required in order to monitor E&S compliance; Prepare Annual Environmental and Social Performance Report (ESPR)
• Support IPFF II Project cell to oversee the monitoring process in the sub-projects during construction and operation.

: The interested Consultant should provide information demonstrating that he/she has following qualifications and relevant experiences to perform the Services:
a) At least Master’s degree in Environmental Management/ Environmental Engineering/ Civil Engineering/Geography/Geology/Urban Development etc. from a reputable university/institution. An additional degree in environmental or social science discipline is an advantage.
b) At least 10 years of general experience in relevant field of assignment including a minimum 05 years of work experience in dealing with Environmental and Social Impact on different sectors as specialist or have had responsibilities with a substantial content of his/her position in World Bank/IFC assisted infrastructure projects in preparing of ESIA instruments (ESMS, ESMP, ESAP/ESCP and other associated instruments) according to World Bank/IFC Performance Standards.
c) Must have in depth knowledge and understanding of E&S risk management (ESRM) in the financial sector/ sustainable finance and the concept of E&S management systems for financial institutions.
d) Must have updated knowledge of environmental laws and policies of Bangladesh Government and World Bank/IFC Performance Standards OP 4.03 including World Bank Group Environmental, Health, and Safety Guidelines.
e) Strong Communications skills (oral and written) in English & Bangla and good Computer Skills are required.

Other Details(If Applicable) : The Individual Consultant would require providing services for 18 (Eighteen) Months and the place of work is IPFF II project cell, Bangladesh Bank, 24th Floor, 2nd Annex Building, Head Office, Dhaka.
The applications will be evaluated based on Relevant Educational Qualification (30%), General Experience (10%) and Adequacy for the Assignment: Experience in Relevant Assignment (60%)
Consultants are requested to submit the following supporting documents:
a) Letter of application with duly accomplished Letter of Confirmation of Interest and Statement of Availability for the assignment;
b) CV indicating all past relevant experience mentioning number of approved ESIA reports from the WB/IFC, qualification etc.; Brief description of why the individual considers him/herself as the most suitable;
c) Consultants are required to submit all necessary supporting documents in support of the above-mentioned qualification criteria ;
d) Financial Proposal that indicates the all-inclusive total contract price, supported by a breakdown of costs (Remuneration and Reimbursable but excluding AIT and VAT).
The Consultant will be selected using Individual Consultant Selection (Open-National, Contract type: Time-based) method following the World Bank Procurement Regulations for IPF Borrowers, July 2016 (revised in November 2017), setting forth the World Bank’s Policy on conflict of interest.
Expression of Interest (EOI) must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail: bb.ipff@bb.org.bd) by 13 September, 2020 up to 3.00 PM. Hard copy of EOI is required (1 original and 1 Copy).
