INFORMATION FOR APPLICANT

Brief Description of Assignment : 1. The Cash Transfer Modernization (CTM) Project, will strengthen the country’s overall SP service delivery system and support Department of Social Services (DSS) under the Ministry of Social Welfare (MoSW) in modernizing its major cash transfer programs (Old Age Allowance, Allowance for Widow, Deserted and Destitute Women, Allowance for the Financially Insolvent Disabled and Stipend for Disabled Students).The project mainly aims to provide technical assistance to DSS to support the enhancements of technology assets, utilize integrated information systems for targeting and payment, improve citizen engagement, and strengthen the capacity of human resources. Monitoring and reporting on these processes are planned as an integrated element of the project. In addition, spot checks of cash transfer program performance would be conducted by DSS to assess the achievement of the Project’s intended outputs and outcomes. Data would also be analyzed from a gender-based perspective to evaluate differential experiences among men and women. 2. The consulting services (“the Services”) include approximately Twelve months over a period of thirty six months during FY2021 to FY2023 or as per project need. Duration may be increased or decreased as per project period. Total professional staff-months will be 72 professional staff-months for 6 professional staff and total Non-key staff-months will be 120 staff-months for 10 non-key staff. The detailed Terms of Reference (TOR) for the assignment will be available in DSS’s website (http://www.dss.gov.bd/). 3. The DSS now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Experience, Resources and Delivery Capacity Required : 1. The shortlisting criteria are: (a) General experience of the Firm(s)(experience details should mention the size of the project, the total scope, role of the consultant and the final outcome of the project.); (b) Experience in similar projects of compatible size, complexity and technical specialty in the required area; (c) Financial soundness of the firm; and (d) Availability of key professional staff and logistics of the firm. Key Experts will not be evaluated at the short listing stage. 2. Consultants are requested to submit the following supporting documents in support of the above-mentioned criteria: (a) Registration paper of the firm (s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) Service experience record (including nature, total cost, total input in terms of man month, employer, location of service etc.) 3. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Other Details (if applicable) : 1. Consultants may associate to enhance their qualification but should mention whether the association is in the form of a “joint-venture” or “sub-consultancy”. In the case of joint venture or sub-consultancy, all members should have real and well-defined inputs to the assignment and it is preferable to limit the total number of firms including the associates to a maximum of three. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 2. The consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Only shortlisted Consultants will be invited to the next stage of Request for Proposal (RFP). 3.
