INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
i. To conduct feasibility study with detail engineering design, and preparation of cost estimates and bid documents for construction of a new carriage and wagon maintenance workshop at Rajbari of Bangladesh Railway.
ii. To assess the number of rolling stock needs to be maintained per year to meet traffic demand.
iii. To study requirement of shunting facilities and stabling lines at new proposed workshop in order to stable rolling stock (carriage & wagon) arriving for maintenance and special repair.
iv. To prepare a Development Project Proforma (DPP) based on the feasibility study and to prepare
another DPP after completion of detail design.
v. To prepare engineering drawings and layout plans for various facilities (rail track, yard,
connectivity to nearest railhead, water treatment & supply, compressed air supply, self sufficient
fire fighting system, oxygen plant, gas lines, electrical system, office, functional & residential building, day care centre, breast feeding corner, drainage, sanitation, testing facilities, modern transport system, other precision maintenance facilities etc.), foundations and structural details

for various shops to be constructed together with detail design of various maintenance sections/stations in consultation with Bangladesh Railway.
vi . To prepare detail cost estimates for the proposed project, showing foreign exchange, local exchange, tax and duty elements etc.
vii. To prepare specification of required tools, plants & machinery and transport required for workshop operation along with the provision to cope up with advanced technology.
viii. To identify various safety hazards and prepare safety manual, regulations conforming to the
Government's policies.
viii. To design suitable store building(s) to facilitate stocking of spare parts and raw materials.
ix. To suggest a modern material management system.
x. To assess power requirement and design electrical substation along with standby generators,
transmission and distribution systems.
xi. To design a well-equipped Dispensary or Medical Centre for workers.
xii. To provide manpower requirement for different departments (Mechanical, Electrical, Civil etc.)
of Bangladesh Railway to maintain the operation.
xiii. To design biometric attendance system facilitating automated billing system.
xiv. To prepare training manual and design a training centre with modern facilities.
xv. To prepare detailed designs for Computer Based Interlocking (CBI) signaling and
telecommunication system for the Workshop Traffic Control Center (WTCC).
xvi. To assess the need and justifications of the proposed projects.
xvii. To conduct detail Topographic Survey.
xviii. To prepare a land acquisition plan along with environmental and social assessment as well.
xix. To assess approximate cost for proposed carriage and wagon maintenance workshop and to
analyze economic & financial feasibility, technical feasibility and environmental feasibility of
such workshop in the context of Bangladesh Railway.
xx. To prepare construction work plan in detail.
xxi. To prepare terms of reference for construction supervision consultancy services. |
| Experience, Resources and Delivery Capacity Required |

Evaluation with weightage for information to be submitted by the applicant:
1.Ten (10) years of satisfactory experience in conducting feasibility study including
construction of rolling stock manufacturing and maintenance workshop - 15 Points.
2. The audited financial statements for the last 5 years - 10 Points.
3. Work experience with international organization for the last 10 years - 20 Points.
4. Adequate administrative support and financial capability - 15 Points.
5. Organizations/firms should have up to date ISO 9001 or equivalent certification for undertaking
such study. Certificate shall be attached with the proposal - 05 Points.
6. The Curriculum Vitae of the persons to be engaged for this study - 05 Points.
7. Similar assignments (Feasibility study for Carriage and wagon Construction or Maintenance
Workshop) with documentary evidence - 15 Points.
8. Availability of appropriate professional with qualified and experienced staff and availability of adequate resources for the assignment - 05 Points.
9. Financial and managerial capability - 05 Points.
10. Brochure(s) containing firm’s available facilities, areas of professional/expertise/specialization
for the assignment - 05 Points.
Total Point: 100
Experience, Resource and Delivery Capacity Required:
1. The applicants should have minimum ten (10) years of satisfactory experience in conducting feasibility study, detail design including establishing Rolling Stock Manufacturing and Maintenance workshop. Documentary evidence of such experience shall be submitted with the expression.
2. The applicants should have the audited financial statements for the last 5 years demonstrating the soundness of its financial position.
3. The applicants should have work experience with International organization, foreign experience other than home country is mandatory for the last 10 years.
4. The applicants should have adequate administrative, managerial support and financial capability.
5. The applicants Organizations/firms should have up to date ISO 9001 or equivalent certification for undertaking such study. Certificate shall be attached with the proposal.
6. The Curriculum Vitae of the person to be engaged for this study is to be submitted. They must have at least 10 years of experience in the respective fields (such as working in Railway carriage & wagon construction and maintenance workshop, working as financial analyst, working as Railway workshop designer etc.) with good academic background.
7. Feasibility study for Carriage and Wagon Construction or Maintenance Workshop with documentary evidence is required for similar assignment.
8. Experience of detailed design, bid document and design review of construct of a railway
carriage maintenance workshop & electrical sub-station, experience in developing business
models & operational plan of workshop
9. Availability of appropriate professional with qualified and experienced staff and availability of adequate resources for the assignment.
10. Brochure(s) containing firm’s available facilities, areas of professional/expertise/specialization for the assignment to be submitted.
11. The Expression of interests (EoI) shall be evaluated on the basis of clause-16 as stated.
12. Consulting firm(s) or a joint venture consulting firm, are eligible to apply as per condition stated in the clause-18. |

Joint Venture Consortium Agreement (JVCA):
(i) Association in the form of JVCA among local and/or foreign firms will be allowed or joint venture formed between eligible International firm(s) and Bangladeshi firm(s) wherein the International firm (Lead partner) shall have minimum 51% holding will be allowed. The share of each JV partner has to be clearly specified in application. Such JVCA agreement has to be formed prior to submission of application for this EoI. The shortlisted JV will be sustained for the entire bidding process. Once the list of shortlisted JV entities is finalized, no change in JV partners/entity including the percentage of shareholding in JV is permissible.
(ii) In case of JVCA, all firms/entities shall be jointly liable for the assignment.
(iii) The joint venture agreement shall, in all respect, be governed by and interpreted in accordance with the laws of Bangladesh.
(iv) Joint venture firm shall be required to submit the bid security and all other guarantees like performance guarantee, advance payment guarantee etc. only in the name of JV firm and not in the name of constituent member(s). Splitting of guarantees amongst the members of the JVCA shall not be permitted.
(v) The JVCA shall nominate a lead partner who shall have the authority to conduct all business for and on behalf of any and all the partners of the JVCA during the pre-qualification process tendering process and, in the event the JVCA is awarded the contract, during contract execution.
(vi) All the payments to the JVCA shall be made to the account of the JVCA and not to the account of individual member(s).
Other Details (if applicable):
a) Professional staff input for International Consultant is 66 man-month and National Consultant
is 80 man-month.
b) The Consultant will be selected in accordance with the procedure of PPR/2008.
c) Expression of Interests (EoI) in three sets (One original + Two duplicate) shall be submitted in
sealed envelope to the address of the undersigned
