The Consultant’s responsibilities are project financial related activities (Detail scope of task are mentioned in terms of reference):

| Experience, Resources and Delivery Capacity Required |
: |
• Masters Degree in Accounting or finance or in Business Administration/ Commerce or equivalent. Professionally qualified accountant (Completed at least two years for CA/two levels for ICMA) from IFAC accredited body is preferable.
• Minimum Eight years experience in financial management and fully conversant with large contract payments, GOB budget, fund release and reporting formalities, knowledge regarding rules and regulations for budgeting, accounting, financial reporting and auditing of World Bank’s /ADB fund operating conditions & reporting requirements. Experience in working with similar donor funded project will be an added advantage.
• Is fully conversant with and have had hands on experience in Microsoft or similar computerized Accounting System with ability to assist in implementation and customization; Skills in software installation and trouble - shooting will be added advantages.
• Proven track record of ability to develop a Chart of Accounts befitting the relevant computerized accounting system and the reporting.
• Experience in the effective supervision of personnel.
• Self guided strong organizational and planning skills with the ability to work independently as a team player and under pressure.
• Strong interpersonal communicative skills, experience in team leadership and participatory management.
• Ability to impart training to the project staff on financial management system

The Project Director now invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (Complete CV, attested experience certificated, Expected remuneration & Submission letter).
5. Detailed Terms of Reference (TOR) will be available upon request from the address provided below either through email or in person.
The consultants will be selected using the selection of Individual Consultant in accordance with the current World Bank’s Procurement Regulations for IPF Borrowers, July 2016 updated in November 2018.
The services will be commenced immediately after selection at Dhaka, Bangladesh. Consultant’s contract duration will be of 48(forty eight) months till the project tenure.
Expressions of Interest shall be submitted by 05/08/2020 during office hours on weekdays in sealed envelope sent to Project Director’s office, and be clearly marked "Expressions of Individual Project Accounts Officer-National (Package no DCNUP/S-17)”
