| Brief Description of Assignment |

The Department of Livestock Services (DLS) under Ministry of Fisheries and Livestock through Government of Bangladesh financing from the World Bank toward the cost of the Livestock and Dairy Development Project, and intends to apply part of the proceeds for consulting services.
The Consulting Services include but not limited to -
Perform the service under a framework agreement, should conduct IEE for specified activities at the initial stage and based on the IEE screening and assessment recommendation, ESIA should be carried out for the selected projected activities. According to the project planning, the activities those would require ESIA will be implemented at different periods and hence multiple ESIAs will be required clustering the similar activities prior to commencement of actual interventions. Environment Assessment required for the sub-projects and other research grants will be clustered. Consultant will provide a schedule of deliverables in the work plan of the inception report based on the initial discussion with PMU/LDDP. Following reports prescribed for a round of single IEE/ESIA exercise and schedule for subsequent IEE/ESIAs will need to adjust at annual basis synchronizing with the LDDP project annual work plan. The expected deliverables (but not limited to) are:
• Inception Report
• Annual work plan
• Draft Screening and Scoping Report
• Draft IEE Report
• ESIA Report with ESMP, RAP and SECDP

The Livestock and Dairy Development Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The firm must have registration from the government of Bangladesh, properly constituted managing body, permanent office at Dhaka and management set-up for the service wanted. The consulting firm/company shall have at least 5 years overall proven experience in similar field in public/Semi government/Autonomous organizations with at least Tk. 3.0 Crore in two contracts within last five (5) years. Similar Experience in WB funded project will be an added value.
The firm must submit the following documents:
1) Company registration certificate; 2) Updated income tax return certificate & VAT certificate; 3) Bank solvency certificate; 4) Audit report of last fiscal year; 5) Experience certificates as firm;

Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised Nov.’2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultants will be selected in accordance with the Quality and Cost Based Selection (QCBS) (The consulting firm will be selected in accordance with the procedure set out The World Bank Procurement Regulations for IPF Borrowers, July’2016 Revised Nov.’2017) method set out in the Procurement Regulations.
