Objectives of the Assignment
NATP-II has been mainstreaming ICT across the project to help achieve PDO, building on the enormous in-country ICT human resources and on existing local experience of the application of ICT to agricultural development. NATP-II takes an integrated approach to scale-up ICT in line with GOB’s commitment to e-Agriculture under the Digital Bangladesh – Access to Information initiative led by the Prime Minister’s Office. To that effect, NATP-II will mainstream ICT in agricultural research, extension and market access as well as communicate and make information available to farmers by utilizing the National Data Centre, connectivity through Bangla GovNet, providing an integrated ICT-based knowledge platform, including development and adoption of agricultural mobile apps and portal, and support the extensive use of mobile tablets at the touch points of beneficiary interaction.
ICT will be leveraged within the project for four main objectives: (a) service delivery pertaining to crops, livestock and fisheries; (b) project tracking for timely decision support in the areas of research, extension and post production activities; (c) knowledge-based agriculture through cost-effective outreach to farmers & communities, and (d) use of mobile phones and apps for data collection, communication, collaboration, market access, web-based solutions, citizen feedback and social accountability.
Scope of the Assignment :
The ICT Specialist will report to Project Director (PD), PMU, NATP-2. He/she will perform the following duties and responsibilities:
i. The consultant will review the existing ICT strategy, infrastructure and facilities in PIU- BARC and NARIs, and PIU-DAE, PIU- DOF and PIU-DLS components;
ii. Identify the strength and weaknesses of the system and design appropriate program for strengthening ICT/MIS activities in the project within DPP provision in consultation with the IT experts working in PIUs;
iii. Develop/procure appropriate software as per requirement of the project;
iv. Draft ToRs for hiring firms for developing web-based platforms, mobile apps, software, etc.
v. Develop training program/module and facilitate training for ICT & MIS related personnel in association with T&CS;
vi. Assist BARC in hiring suitable ICT service providers;
vii. Preparation of periodic and Annual report and DPP revision;
viii. Any other works as assigned by the PD including setting –up and configure Proxy server, FTP ( File Transfer Protocol)server, DNS ( Domain Name System ) server in PMU and develop Application Software to operationalize those;
ix. Oversee the work of firms if hired to develop digital solutions including web portals and mobile apps.
x. Research and suggest PMU on adoption of innovations and new technologies in e-agriculture sector.
xi. Work closely with M&E specialist and Communication Consultant to promote use of mobile apps.
xii. Assist the PMU in digitizing the FIACs.

| Experience, Resources and Delivery Capacity Required |
: |
a. Academic:
• Master Degree from any government recognized university in Computer Science/Computer Science and Engineering;
• Candidates having both Bachelor and Master’s Degree in Computer Science from any government recognized university will have an added advantage.
• Training on ICT/ MIS will be preferable
b. Experience:
i. Minimum 10 years work experience in ICT in any government / autonomous bodies/ private organizations;
ii. Minimum 5 years practical work experience in computer software and hardware operation and maintenance in any govt./ autonomous/private organization;
iii. Minimum 3 years work experience in donor funded/ Development projects in ICT establishment will have preference;
iv. High level of proficiency in written and spoken English and report writing.
v. Computer literacy skills (MS Word, Excel, and Power Point etc.) is essential.
