INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
• User Requirements Assessments to prepare a portal system;
• Design, development, installation and maintenance of three (3) Knowledge portals/platforms for PIU-DAE, PIU-DoF and PIU-DLS, collection and uploading of relevant knowledge materials;
• Design, develop three online learning systems for crop, fisheries and livestock sectors with 15 elearning training courses (5 per PIU/sector) with minimum 20 topics in each course. Validation of the E-modules to a minimum 30 users/course. Install the systems in the National Data Center (BCC) under GoB Cloud and owned by the concerned Departments (DAE, DoF and DLS) for their wider use and for integration with the government existing mechanism.
• Capacity building training to the concerned NATP-2 and departmental ICT and other officials and staff on operation, management, troubleshooting, bug fixing and also follow-up services to its user groups;
• Maintenance, Handholding and Technical support to the three PIUs for keeping the online learning platform up-on-running and for uploading the updated data and information.

| Experience, Resources and Delivery Capacity Required |

1. Legally established professional consulting firms or entity with minimum 5 years of working experiences in ICT business as a registered Company/ Entity with Register of joint stock & companies(RJSC) in Bangladesh;
2. Must submit valid Trade License, TIN, VAT & current BASIS and BCS Certificates;
3. Minimum 5 years’ experience in Software development;
4. Firm should have experience in e-learning/similar nature of services;
5. The firm must have experience of managing at least Two (2) web-based applications with GoB or with large scale corporate sector/educational institutions of complexity and nature of this assignment;
6. Firm must demonstrate its management capacity (website link/brochures and other documents describing similar assignments, experience, availability of appropriate professional staff and experience among applicant’s staff, resources to carry out the assignment) ;
7. Firm should demonstrate its logistical capability (well-equipped office space at Dhaka with necessary facilities such as office space, training lab, office equipment, work stations, training facility, vehicles etc.);
8. Must submit last 3 (Three) year’s financial audit report showing annual turnover;
9. Must have working capital/liquid assets/credit facilities to successfully carry out the assignment;
10. Proven track record of at least 3 years in the field of Web-based IT Solution/Portal Development & deployment that works on public cloud;
11. List (Name, designation, years of experience, number of projects, expertise) of IT personals who can be engaged to performed the assigned task;
12. Must submit completion certificates of the services completed within the last 5 years with details of issuing authorities;
13. Companies having technical and legal competency for developing such Product can bid jointly but they must have legal agreement among them where one company needs to be master. Master company needs to fulfill all conditions mentioned in this ToR. Joint-venture agreement needs to have clear identification about each responsibility matrix along with IPR. Each partner of the Joint Venture, Consortium or Association shall be jointly and severally liable for all liabilities and ethical or legal obligations under the contract.
