| Brief Description of Assignment |

The Project Management Consultancy (PMC) firm is required to provide the following but not limited to these services to DPDC:
? Complete necessary surveying, NOC requirements from different stake holders, Identify and resolve the major and minor risk/issues
? Conduct feasibility study to use the proposed land for a 4 star hotel/multistoried commercial center
? Complete detail planning and oversee the design, procurement, and engineer of record.
? Market study of key Hotel operators – locally & Internationally
? Complete Project Scope of Works inclusive of project design and procurement of Hotel Operator
? Prepare tender document for selection of a reputed Hotel Operator
? Assist in Evaluation
? Assist in negotiation stage for the hotel management agreement
? Monitoring and supervision for 1 year after the Hotel Operator commences its activities
? Prepare a guideline for future business operation and financing |

EOI is invited from eligible consulting firms in single or in the form of Joint Venture, or association/consortium, which has required expertise and experience in the above mentioned areas. The firm is required to have:
• A minimum of 10-year experience in PMC for commercial projects including hotels and resorts.
• At least 3 completed projects in Government/Non-Government sector with minimum 2 projects pertaining to provision of PMC services for 4 star or above ranked hotel/ resort projects
• Shall have average annual turnover of USD 0.5 million or more in last 3 years
The PMC shall have appropriate no. of key professionals having minimum graduate degree in Engineering/Business Administration/Management/ Economics/social science/Hospitality management/project management with expertise in the relevant fields to carry out the proposed consulting services and shall furnish the list of key professionals and their CV with photograph. At least 2 (two) key professional shall have experience of providing overseas PMC services for 4 star or above ranked hotel/ resort projects. |

i) Short listing will be made in accordance with the “Rule-115 of Public Procurement Rule (PPR) - 2008.”
ii) EOI should include the following information:
1) Profile of the consultancy firm supported by Brochures (Form-1).
2) Related experiences of the firm in accordance with the requirements mentioned in Clause 13;
3) Agreement of Joint Venture, or association/consortium, if applicable (Form-1b).
4) Audited balance sheets and income statements for the last 3 (three) years to demonstrate the current soundness of the applicant's financial position and its prospective long-term profitability.
5) Detail Work Plan and methodology to conduct the proposed assignment.
iii) EOI as well as forms/supporting documents attached shall be written in English. Documents originally written in any language other than English should be translated into English and attached to the copy of original duly attested by competent authority.
iv) EOI notice and Forms of Expression of Interest are posted on DPDC website: www.dpdc.org.bd and CPTU website: www.cptu.gov.bd and hard copy of the same are available from Office of Project Director, ‘Expansion and Strengthening of Power System Network under DPDC Area’ project (G to G), Dhaka Medical College 33/11 kV GIS Substation Building, Zahir Raihan Road Dhaka –1000, Bangladesh
• Three (3) signed copies of EOI along with 1(one) original shall be submitted in a sealed envelope mentioning name of the EOI on top of the sealed envelope to the following address by 12 : 00 hours, Date: 01/07/2020 at Office of Project Director, ‘Expansion and Strengthening of Power System Network under DPDC Area’ project (G to G), Dhaka Medical College 33/11 kV GIS Substation Building, Zahir Raihan Road Dhaka –1000, Bangladesh
v) EOIs submitted by firms will be screened, and firms will be shortlisted. Only short-listed firms will be invited to submit proposals. Interested applicants may obtain further information from the Office of Project Director, ‘Expansion and Strengthening of Power System Network under DPDC Area’ project (G to G), during the office hours (9:00 to 17:00 hours BST)
vi) Interested applicants are requested to submit their information in Expression of Interest Forms which are available in the website: www.dpdc.org.bd and www.cptu.gov.bd
vii) DPDC reserves the right to accept/reject one or all EOIs or stop the process of approval at any stage, at its sole discretion without assigning any reasons and shall bear no liability whatsoever consequent upon such a decision.
