| Brief Description of Assignment |

The project intends to modernize the distribution system in order to contribute to a safer, more reliable and more stable electricity supply as well as to a reduction of greenhouse gas emissions in Bangladesh.
The target group of the Project includes private and commercial consumers connected to the Bangladeshi distribution network that benefit from a more reliable and efficient electricity supply.
The Project comprises the following two (2) components:
Component I comprises the renovation of substations and the renovation and augmentation of distribution lines in existing line corridors: KfW and WZPDCL identified 19 substations and about 148 km distribution lines (OHLs) that need to be renovated. The renovation of the 19 substations includes the implementation of 32 additional bays and 8 Substation Automation Systems as well as the implementation of Capacitor Banks. The final selection of measures be financed within the scope will be selected by the Project Implementation Consultant at the commencement of its assignment based on a list agreed by WZPDCL and KfW. The main criterion for selecting the investment measures is the potential for energy efficiency, i.e. greenhouse gas reductions. Furthermore, the need for rehabilitation as well as Environmental and Social (E&S) aspects will be considered;
Component II comprises the implementation of a SCADA system, Distribution Management System (DMS), Automated Meter Reading (AMR) main system, telecommunications, GIS Mapping and Distribution Control Center (DCC);
The consultant shall provide expertise in concept preparation,
tendering, engineering, construction and commissioning supervision
and project management to the Employer to ensure the implementation of the Project with respect to time, cost and quality.
The consulting services comprise primarily the following main tasks:
1. The consultant will fulfill the role of a FIDIC Engineer including preparation of tender documents acc. to FIDIC Conditions of Contract for Plant and Design Build (Yellow Book);
2. Supervision of the entire works to be executed. This comprises inter alia the revision of the detailed design in line with the Bangladeshi legislation, monitoring of the proper implementation of the Project, supervision of assembly, installation and construction works according to the contract and Bangladeshi legislation;
3. Checking and countersigning of invoices by contractor(s) and issuing of the Payment certificates;
4. Implementation and application of a quality management system in line with ISO 9001 and an environmental management system according to ISO 14001;
5. Ensuring compliance with Occupational, Health, Safety and Labour Conditions according to ISO 45001 or OHSAS 18001;
6. Elaborate site-specific ESMPs based on Environmental and Social Management Frameworks (ESMFs);
7. Support, monitor and evaluate the implementation of the site-specific ESMPs and the conduction of expropriations (if required); |

It is foreseen to assign the services to an independent consultant firm with proven experience in the implementation of similar projects with similar tasks. Consulting firms with regional experience in Bangladesh, India, Sri Lanka, Myanmar, Cambodia and Vietnamare preferred. The Bidder shall show a necessary average annual turnover of more than EUR 4.0 million over the last three years. A consortium or joint venture needs to show a total average annual turnover of EUR 4.0 million over the last three years, whereas the lead partner shall show an average annual turnover of more than EUR 3.2 million. |

The award of the Consulting services is planned for 3Q/2020. The duration of the Consultant’s assignment is planned to be 60 months.
The prequalification for consulting services will be guided by the latest version of the “Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries”.

More detailed information about the project, content and form of the application documents and the scope of services of the Consultant can be requested from the Tender Agent (TA). Without this information, it might not be possible to produce a compliant Expression of Interest. Moreover, detailed Terms of Reference will be provided to consultant that submitted an expression of interest and that have been successfully prequalified.
