| Brief Description of Assignment |

"The scope of services of the ‘Senior Procurement Specialist’ will include but not limited to the following (Complete TOR is available in the following website: www.bb.org.bd/aboutus/tenders/tenders.php):
• Prepare and update the Procurement Plan for good and service packages to be procured under the Project; and incorporate those information in STEP system of World Bank.
• Prepare, review and finalize procurement documents e.g. REOI, ToR, Invitation for Tenders, RFP, bidding documents, bid and proposal evaluation report etc. for all contracts in accordance with the applicable procurement regulations of the World Bank and GoB.
• Organize and assist in the opening of bids/proposals and prepare draft minutes.
• Assist PIU in organizing all clarification meetings, pre-proposal meetings etc. with prospective bidders/consultants and actively participate and prepare draft minutes.
• Act and play role as a mandatory member of the bid/proposal evaluation committee.
• Provide Bangladesh Infrastructure Finance Fund Limited (BIFFL) and PPP Authority with the guidance regarding their procurement of Services under the Project.
• Carrying out all activities related to contracting including negotiation, signing, publishing contract award notice and performance of contracts etc." |
| Experience, Resources and Delivery Capacity Required |

"The Interested Consultant should provide information demonstrating that he/she has following qualifications and relevant experiences to perform the Services.
• At least B.Sc. in engineering or master’s in economics/Statistics/Finance/Business/Administration /Management/Procurement/Law or any other relevant field. Professional degree in Procurement from any internationally recognized institution will be given preference.
• At least fifteen (15) years general work experience including ten (10) years of experience in the field of procurement in a public/autonomous/international organization where the responsibility substantially covers the procurement of goods and services. Candidates having experience as consultant in the field of procurement in similar World Bank aided project will be given priority.
• Sound understanding of principles underlying good procurement practices; procurement guidelines of international agencies; procurement rules and procedures of the Government of Bangladesh; ability to identify and resolve procurement issues.
• Excellent communication (both oral and written) in Bangla and English, interpersonal and computer skills and strong negotiation skills." |

The Individual Consultant would require providing services for initially 12 (Twelve) Months (which may be extended if required) and the place of work is IPFF II project cell, Bangladesh Bank.
The applications will be evaluated based on following Criteria: Relevant Educational Qualifiations-30%, General Experience-10%, Adequacy for the Assignment (experience in similar assignments etc.)-60%.
Consultants are requested to submit the following supporting documents: Letter of application; CV indicating all past relevant experience, qualification etc.
The Consultant will be selected using Individual Consultant Selection (Open-National, Contract type: Time-based) method following the World Bank Procurement Regulations for IPF Borrower, July 2016.
