INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
In order to improve performance, skill, efficiency, effectiveness, productivity, paradigm shift, behavioral changes towards customers etc; DPDC has embraced the idea of implementing ISO 9001:2015 and 5S at all DPDC establishments in the total area of responsibility. The objectives are to bring changes in organizational culture and management style, safety, quality, providing pleasant work environment etc. to contribute to the positive impression to the customers, stakeholders and visitors etc. With a view to carrying out this program, DPDC has decided to engage a competent national consulting firm to provide consultancy services for implementing 5S & QMS for all establishments of DPDC and assist in final auditing and attainment of UKAS accredited valid certificate for 5S and ISO 9001:2015 for 3 years at all establishment of DPDC.
The scope of consulting services will include but not limited to the following:
? The ISO 9001:2015 & 5S implementation program shall be designed, developed and established in a participatory manner to ensure human resources development at all spots/establishments of DPDC. The consulting firm will help DPDC to embrace and sustain the concept of:
a) ISO 9001:2015; b) 5-S’s for habitual housekeeping maintenance and improved following PDCA; c) TQM (Total Quality Management)
? The consulting firm shall organize seminar, training, discussion and on ground implementation programs to ensure widening the horizon of personnel and develop appropriate attitude for “change management” at all stages.
? The consultant shall also assist DPDC with the following:
a. Management reviews and conduct internal audit to determine the preparedness of the enterprise for final audit.
b. Assist DPDC in selecting a certification body and recommend an appropriate CB (Certification Body) DPDC wants.
c. Assist DPDC in final auditing and attainment of UKAS accredited valid certificate for 5S and QMS based on ISO 9001:2015 for 3 years at all establishment of DPDC.
d. In house development of Resource Persons from amongst DPDC personnel /TOT(Training of Trainer) on QMS.
e. Carryout a gap analysis to assist in identification of appropriate Policies, Objectives and Targets, prepare Policy statement and Documentation.
f. Review existing management, processes, record keeping system etc. to find out the suitable ways for gradual integration of 5S & ISO 9001:2015
g. Prepare Quality manual, Quality Policy, SMART Objectives, Procedures, Works Instructions (WI) etc. compliant to the requirements of ISO 9001:2015 guidelines/requirements for DPDC. |
| Experience, Resources and Delivery Capacity Required |

EOI is invited from eligible consulting firms in single or in the form of Joint Venture, or association/consortium, which has required expertise and experience in the abovementioned areas. The firm is required to have:
• Experience of providing consulting services in any Govt. organization of Bangladesh.
• Experience of providing consulting services for implementation of QMS compliant to ISO 9001:2015 in any power system utility in Bangladesh
• Experience of assisting the client for final auditing and attainment of UKAS accredited valid QMS certificate
• Appropriate no. of key professionals having minimum graduate degree in Engineering/Business Administration/Management/ Economics/social science/ science with expertise in the relevant fields to carry out the proposed consulting services and shall furnish the list of key professionals and their CV with photograph. At least 2 (two) key professional shall have globally recognized ISO 9001 Lead Auditor certificate. |

i) Short listing will be made in accordance with the “Rule-115 of Public Procurement Rule (PPR) - 2008.”
ii) EOI should include the following information:
1) Company profile supported by Brochures;
2) Related experiences of the firm in accordance with the requirements mentioned in Clause 13;
3) Agreement of Joint Venture, or association/consortium, if applicable.
4) Audited balance sheets and income statements for the last 3 (three) years to demonstrate the current soundness of the applicant's financial position and its prospective long-term profitability.
5) Work Plan and methodology to conduct the proposed assignment.
iii) EOI as well as forms/supporting documents attached shall be written in English. Documents originally written in other than English should be translated into English and attached to the copy of original duly attested by competent authority.
iv) Interested applicants are requested to submit their information in Expression of Interest Forms which are available in the website: www. dpdc.org.bd and www.cptu.gov.bd
v) DPDC reserves the right to accept/reject one or all EOIs or stop the process of approval at any stage, at its sole discretion without assigning any reasons and shall bear no liability whatsoever consequent upon such a decision. |
