INFORMATION FOR APPLICANT

Brief Description of Assignment : The objective of the service is to build the demand-based occupational skill of the targeted youth of the age from 18 to 35 by competency-based vocational training for job creation facilitating self-employment and/or giving placement in the job market, home and abroad, for gainful and productive engagement. The providers should offer the following services solely or in collaboration with others: a) Make a preliminary selection of participants based on a set criterion; b) Prepare training schedule; training modules and manual; necessary supportive training materials and aids following the need of competence-based training framework and guidance by the PMU; c) Conduct skill training comprising 360 hrs within 45 days for the selected participants; d) Ensure active participation of the trainees throughout the course; e) Arrange BTEB certification tests and re-test if some trainees are not successful in first attempt; f) Apprenticeship/internship for each participant following the classroom training; g) Arrange boarding/lodging of trainees in case of residential training courses; h) The service shall be considered complete ensuring job for 80% of graduates through placement services and facilitating self-employment for the remaining 20% of the trained persons. i) Maintain and supply trainee database (for tracking) to the PMU, and j) Establish contacts with potential employers to learn about their needs and to supply trained graduates for employment. The service duration shall be for two years covering definite trainees from selected Upazilas of Rangpur region, Kurigram and Jamalpur region.
Experience, Resources and Delivery Capacity Required : The NGO/Consulting Firm should have to meet the following conditions: 1) Preferably NGO-MFIs have partnership with the Palli Karma Sahayak Foundation (PKSF) and have work in the areas assigned for; 2) Must have microfinance operation in the assigned project Upazilas from where trainees will be selected; 3) Have at least 10 years General Experience and 5 years of specific proven experience in providing vocational training and successful job placement; 4) Should have adequate logistic facilities such as training venues, equipment and residential facilities for trainee considering the gender needs; 5) Have the ability to open up mobile/temporary training center for remote location with all the necessary training facilities; 6) Working experience with government agency implementing project with the support of project aid; 7) Must have working experience at respected region. Details of experience, resource and delivery capacity are furnished in the ToR. Interested NGO-MFI/Consulting Firms are requested to provide information indicating that they are qualified to perform the services. Brochures will also include the registration number with MRA and TIN and VAT number, updated trade license, list of available appropriate professionals showing qualification and experience, summarizing their facilities and areas of expertise with administrative strength and financial capacity. The financial capability shall be shown as Financial Turn Over supported by a registered Audit Firm for the last three years. Joint venture with other service provider also be allowed according to PPR-2008, Article 54.
Other Details (if applicable) : The shortlist for NGO-MFI/Consulting Firms will be done for each region separately. So, interested NGO-MFI/Consulting Firms who wants to participate for more than one package should submit EOI for every package separately. It is mandatory for marking the Package name on top of Envelop clearly. The Interested NGO-MFI/Consulting Firms may obtain ToR & further information from the office of the procuring entity.
