INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The duties of the senior M&E officer include, but are not necessarily limited to:
• To plan, coordinate, and facilitate all M&E related activities pertinent to the objectives of the LDDP project in coordination with DLS and other relevant entities in livestock value chain development; such activities should lead to rigorous and timely assessment of all indicators included in the agreed upon Results Framework (RF) of LDDP.
• To develop an implementation strategy for all M&E related activities under the LDDP project in coordination with the PMU. This strategy should include the preparation of an annual evaluation research program in coordination with the PMU and DLS.
• To develop ToRs for the consulting firms that will conduct LDDP’s process monitoring, baseline survey, mid-line survey, impact evaluation, project completion report, and other periodic assessments.
• To coordinate with the project implementation officers and lead the monitoring officers to ensure effective integration of the M&E and MIS activities and to facilitate inputting of data from the M&E studies into the MIS.
• To coordinate the preparation and dissemination of quarterly and annual reports on the progress of the M&E activities under the LDDP and to issue regular six-monthly updates of the project RF prior to Implementation Support missions organized by the PMU and the World Bank.
• To organize, coordinate and lead monitoring and evaluation missions for the project management and teams.

Experience, Resources and Delivery Capacity Required |
: |
• At least 15 years of relevant experience in monitoring and evaluation, development project planning and management;
• Twenty (20) years ‘experience in relevant field is preferred;
• Experience in monitoring and evaluation activities in public sector donor assisted development projects is preferred;
• Experience in monitoring and evaluation activities of World Bank funded investment projects is also preferred;
• Demonstrable quantitative and qualitative analytical report writing skills, experience in reviewing evaluation studies/assessments and ability to organize and train project staffs on monitoring and evaluation;
• Advance knowledge of Microsoft office, data management software packages, and experience in handling of web-based management information systems;
• Ability to work independently and under pressure;
• Good interpersonal skills desirable;
