| Brief Description of Assignment |

The Government of People’s Republic of Bangladesh (GoB) will provide fund for Consultancy Service for Design, Development and Comissioning of Unified Toll Collection and Management System of RHD by engaging international consulting firm .
Office of the Senior System Analyst of RHD (hereinafter referred to as the ‘Client’) invites EOI from reputed consulting firm or firms as Joint Venture for shortlisting of the Consultancy Service.
The assignment includes (1) Assessment of current toll collection status (2) Identification of a nationwide toll system architecture (3) assessment of existing software, databases, and ICT infrastructure operational in the RHD so that proposed platform can be built, integrated and functional under the hood of existing software, databases, and ICT infrastructure, (4) Formulation of a national toll governance framework (5) Timeline for all toll systems to comply with uniform method (6) Supervision of compliance with uniform method. |

Interested International consulting firms are invited to provide information indicating that they are qualified to the services. According to the PPA 2006 & PPR 2008, Rules 115 (2)- The assessment of an Applicant’s qualifications shall review the following information requested in the Expressions of Interest to determine appropriateness for the assignment, poor to determine the best combination - (a) brochures submitted by the Applicants summarizing their facilities and areas of expertise; (b) descriptions of similar assignments; (c) experience in similar operating environments and conditions; (d) availability of appropriate experience and professional qualifications among Applicant’s staff and adequate resources to carry out the assignment; and (e) managerial strength and financial capacity.
In applicable cases the applicants shall specify the type of association whether Joint Venture (JV) or sub consultants. |

Interested firms may obtain further information from Office of the Senior System Analyst, RHD within 11.00 AM to 1.00 PM prior to the closing of EOI.
EOI with supporting documents shall be submitted on or before Tuesday, 18 February 2020 by 2.00 PM in sealed envelope with clearly marked “ Expression of Interest (EOI) for Selection of Consultancy Service for Design, Development and Comissioning of Unified Toll Collection and Management System of RHD” and delivered to the address mentioned herewith.
The EOI may be submitted by hand registered post or courier service and the firm shall be responsible for safe delivery in time. The Procuring Entity shall not be responsible for expenses incurred by the firms in connection with the preparation or delivery of the EOI. |
