| Brief Description of Assignment |

Dhaka Power Distribution Company is in the process of receiving loan from Agence française de développement (AFD) to improve the power factor and voltage profile of its network by installing required sizes and type of capacitor bank at optimum locations. With a view to carrying out this program, DPDC has decided to engage a competent international consulting firm to study the present network condition and suggest DPDC how to implement the program.
The scope of consulting services will include but not limited to the following:
• Data collection from field, substations and tariff points.
• Conduct necessary engineering analysis including optimum load flow on DPDC’s network using internationally reputed software.
• Determine optimum sizes and locations for installation of capacitor banks to achieve desired power factor (p.f.) of 0.95 at 132 kV, 33 kV and 11 kV voltage level.
• Find out fault level MVA at various substations at 132 KV, 33 KV and 11 kV voltage level.
• Study the impact of added MVAR in reducing technical losses of the distribution network of DPDC.
• Conduct Feasibility Study and Environmental Impact Analysis (EIA) for capacitor bank project in DPDC network to achieve p.f. 0.95 at 132 kV, 33 kV and 11 kV voltage level.
• Study the effect of harmonic injection due to capacitor switching and recommend for adoption of appropriate technology/solution to overcome the challenges for installation of capacitor bank in DPDC network.
• Carry out necessary technical and financial analysis of available methods for power factor improvement and perform associated social, economic & environmental implications.
• Prepare detail design, drawing and technical specification of capacitor bank along with associated equipments, bill of materials, estimated cost and international tender document for the project.
• Prepare an operation and maintenance guideline of capacitor banks to ensure smooth operation and increase longevity of equipments. |
| Experience, Resources and Delivery Capacity Required |

EOI is invited from eligible consulting firms in single or in the form of Joint Venture, or association/consortium, which has required expertise and experience in the above mentioned areas.
The firm is required to have:
• Experience of consulting services for Power sector’s overseas projects in similar working conditions like Bangladesh
• Experience of consulting services for power factor improvement projects/technical loss reduction projects/similar projects in power system utility
• Appropriate no. of key professionals having minimum graduate degree in Electrical/Mechanical Engineering with expertise in the relevant fields to carry out the proposed consulting services and shall furnish the list of key professionals and their CV with photograph. |

i) Short listing will be made in accordance with the “Rule-115 of Public Procurement Rule (PPR) - 2008.”
ii) EOI should include the following information:
1) Company profile supported by Brochures;
2) Related experiences of the firm in accordance with the requirements mentioned in serial no. 13;
3) Agreement of Joint Venture, or association/consortium, if applicable.
4) Audited balance sheets and income statements for the last 3 (three) years to demonstrate the current soundness of the applicant's financial position and its prospective long-term profitability.
5) Work Plan and methodology to conduct the proposed assignment.
iii) EOI as well as forms/supporting documents attached shall be written in English. Documents originally written in other than English should be translated into English and attached to the copy of original duly attested by competent authority.
iv) EOI notice and Forms of Expression of Interest are posted on DPDC website: www.dpdc.org.bd and CPTU website: www.cptu.gov.bd and hard copy of the same are available from the office in the address given hereunder.

vi) EOIs submitted by firms will be screened, and firms will be shortlisted. Only short-listed firms will be invited to submit proposals.

viii) DPDC reserves the right to accept/reject one or all EOIs or stop the process of approval at any stage, at its sole discretion without assigning any reasons and shall bear no liability whatsoever consequent upon such a decision. |
