Brief Description of Assignment |
: |
This invitation is opened to International Classification Society (Full Member of IACS) for Design approval, Safety & Stability examination, Construction supervision, Quality control as per regulation, conducting Inclining experiment, Test and trial and provide necessary certification of full class (Hull and Machinery) for construction and registration of 09 (Nine) types of Commercial vessels under DOS / MMD in following 3 (Three) Lots / Groups :
Lot-1 (Group-1)
a) Passenger cruise vessel (3 nos.)
b) Coastal Passenger vessel (4 nos.)
c) Modern Cabin Cruiser cum Inspection boat (1 no.)
Lot-2 (Group-2)
a) Modern Inland Passenger vessel- (3 nos.)
b) Coastal Sea Trucks (8 nos.)
c) 2000 DWT Class Oil Tanker (Coastal) under MSO (2 nos.)
Lot-3 (Group-3)
a) Improved K-Type ferry (6 nos.)
b) Improved Utility Type ferry (6 nos.)
c) Salvage cum fire fighting Tug (2 nos.)
Design approval, Safety & Stability examination, Construction supervision, Quality control as per regulation, conducting Inclining experiment, Test and trial and provide necessary certification of full class (Hull and Machinery) for construction and registration of 09 (Nine) types of Commercial vessels under DOS / MMD as mentioned above have to be carried out by the selected Classification Society.
Qualified registered Classification Society under International Association of Classification Society (IACS) would be selected through QCBS method of PPR-2008 for desired vessels under the project.
A brief description of works and terms of references are stated hereunder. The TOR will be finalized in details by PD / HOPE with the assistance of individual consultant / procurement specialist of this project after short list.
All the vessels should be supervised by the class representative appointed by them. Participant Classification Society should have at least two surveyors in Bangladesh or respective country.
1. To approve conceptual and final design of the vessels mentioned for services in Bangladesh Inland / Coastal / other waterways under protocol of neighboring countries.
2. Vessels to be approved and construct to ply all around the year within Inland / Coastal / other waterways under protocol with neighboring countries.
3. Examine the design & drawing for Hull & Machinery Class for 09 (Nine) types of vessels as mentioned above.
4. Provide design approval service & the drawing/design must be reviewed as many times as needed.
5. Check stability & conduct inclining experiment and other calculations.
6. Conduct construction supervision. Submit report to BIWTC.
7. Classification society surveyor will attend during inclining experiment, load line survey & other experiments in order to ensure quality & performance.
8. Provide Load Line Certification, Safety Construction, intact stability, Damage Stability, Tonnage, cargo gear/lifting gear Certificate whichever applicable and other documents/ class certificates required to register under Department of Shipping.
9. Conduct Specification survey as per contract agreement of the purchaser.
10. To ensure Quality and specification for all the equipment installed on the vessels.
11. To ensure quality of materials used for construction. To conduct test trial and to complete acceptance procedure on behalf of BIWTC.
12. To be present during each survey/inspection of Purchaser representative.
13. Any other services as required. The classification society should always protect the interest of the owner or act in favor of the owner.
14. The vessels shall be classed by the classification society & issue class certificate for the vessel to the purchaser.
15. The Classification society should have the following features bearing in mind that the vessel should be of ;
15.1 International standard and compliance of Classification Society rules & regulations and IMO related regulations (where required).
15.2 Protection of environmental and anti-pollution consequences.
15.3 Suitable to operate in selected Bangladesh inland, coastal and other waterways under protocol of neighboring countries.
15.4 Sufficient economic life and optimum costing of the vessel.
15.5 Socio-economic conditions of Bangladeshi passengers and their comfortable safe journey to be considered. For disable people there must be extra facility for embarkation and disembarkation in the designed vessels.
15.6 Competition in the sector with private owned vessels plying in Bangladesh to be considered, i.e., all features of the new vessels will be of improved quality, speed and fuel efficiency.
15.7 The selected Classification Society should always protect the interest of the owner or act in favor of the owner.
15.8 Maintain quality of the materials proposed for construction and their required test certificate.
15.9 Classification Society surveyor Visit shipyard/ dockyards and submit monthly progress report to PD/ DPDs.
15.10 Classification Society surveyor shall advise for alternative technical solution if required. |
Experience, Resources and Delivery Capacity Required |

Experience
1. The Classification society must have at least 10 (Ten) years of overall experience including 5 (Five) years in Bangladesh regarding design approval & Supervision of different types of vessels under IMO and other regulations.
a) Experienced in proven design approval & Supervision of Cruise vessel, Coastal passenger and Modern Cabin Cruiser for Group-1 vessels mentioned in Sl no-16.
b) Experienced in proven design approval & Supervision of Inland Passenger vessel, Coastal Sea Trucks and Oil Tanker (Coastal) for Group-2 vessels mentioned in Sl no-16.
c) Experienced in proven design approval & Supervision of passenger Ferries and Salvage cum fire fighting Tug for Group-3 vessels mentioned in Sl no-16.
2. Classification society must have experience regarding design approval services for Bangladesh flag ships of Class Ferry or Class passenger vessel, Class Tug or any other class vessel in the last 05 (Five) years. Evidences have to submit.
3. Classification society must have supervision experience of Bangladesh flag ships at least 10 (Ten) ships during last 5 (five) years. .
4. Classification Society must have complete plan approval cell capable to discharge services (approval or correction) within 6 weeks from submission.
5. Classification Society must have at least 02 (Two) surveyors duly authorized to supervise and issue certificate for both hull and machinery of the vessels.
6. Classification society must have the capability to accomplish the specification survey.
7. Classification Society must have experience in the GOB (Government of Bangladesh) funded project in Bangladesh. Involvement in current & past BIWTC projects will be given priority.
8. Have adequate knowledge in ship safety administration and latest ship safety conventions all over the world.
9. Experienced in latest ISO, MSO, SOLAS and other convention.
10. Proof of expertise in favor of their claim with documents has to be submitted.
Resources
1. Office: The Classification Society who has office in Bangladesh Shall get preferences. Must have office in south Asia.
2. Chief Surveyor : Team leader / Chief Surveyor must be authorized surveyor to supervise both hull and machinery of the vessel and having at least 15 years of experience on related field. Team leader can be stationed in South Asia.
3. Senior Surveyor: International classification society must have at least 01(One) authorized Surveyor to supervise both hull and machinery of the vessel and having educational background on B.Sc in Naval Architecture & Marine Engineering with 7 (Seven) years of experience on related field. Surveyor must have office in South Asia.
4. Surveyor: International classification society must have at least 02 (Two) authorized Surveyor to supervise both hull and machinery of the vessel and having at least 03 (Three) years of experience on related field.
Delivery Capacity Required
1. Classification Society must have fully equipped with necessary design approval facilities.
2. The Classification Society must have the capacity to approve all types of preliminary basic design within 6 weeks, and final approval within 8 weeks from the date of submission of drawings.
3. The Classification Society must have adequate number of human resources with experiences relevant to the assignment such as Ship design engineer, Senior Naval Architect, qualified engineer, Diploma Engineer, Ship design and calculation latest software along with others related service. |
Other Details (if applicable) |

• Tentative Duration of design approval, supervision, test trial and certification may be 36 (Thirty Six) man-months.
• Interested Classification Society / firm are invited to submit EOI information indicating that they are qualified to perform as class consultancy services described in item no.-16 in project directors office.
• The Classification Society will be selected in QCBS method accordance with the procedures set out in the Public Procurement Act-2006 and Public Procurement Rules-2008 and subsequent amendment therefore.
Interested firms are requested to submit the following documents in the office of Project director:
1. Legal title and registered address.
2. The deed of partnership / Memorandum & Articles of Associations.
3. Income Tax Identification Number (TIN) Certificate and Clearance Certificate.
4. Value Added Tax (VAT) Registration number and Clearance Certificate.
5. Valid and up-to-date trade license.
6. NOC from Bangladesh Government or equivalent govt. organization.
7. The minimum amount of liquid assets or working capital or credit facilities of the Tenderer shall be Tk 5 (Five) Crore or equivalent foreign currency.
8. Original Bank solvency certificate must be submitted.
9. Application for Expression of Interest.
10. Complete Bio-data describing qualifications, experience and certificates of existing manpower.
11. Experience in similar task performed earlier as Classification Society.
12. Documentary evidence in support of qualification and experience. |
