| Brief Description of Assignment |

Karnaphuli Gas Distribution Company owns a plot of land at BS plot no 3908, 3909, 3910, East Nasirabad, CDA Avenue, GEC circle, Chattogram measuring around 27.83 kathas. Now KGDCL intends to appoint a consulting firm to carry out demand assessment survey and best land use study of the land in order to finalize the manner in which way the land can be used to generate maximum revenue.
Techno-commercial viability of the proposed aforeside project shall have the following salient features:
a) To carry out market survey to ascertain commercial demand in the area for the coming out of next 50(fifty) years or more and to propose the type of construction suitable to the demand in the proposed high rise complex.
b) Generate various development options/models and recommend which alternative that will be most beneficial to KGDCL.
c) Suggestions for the most commercial viable project appropriate financing model as to whether the project is to be financed by KGDCL from its own resources.
d) Each alternative of the proposal shall be supported by all the relevant vital details like cost of the project, time period of the completion, cash flow requirement, cost benefit ratio, the yearly profit likely profit to accrue to KGDCL by way of leasing out the built-up space, up-front payment with sharing of space/rental etc.
e) Details of interaction with four to five renowned land development companies and business generate of the relevant field/area for assessing various parameters needed for viability of the project.
f) In the city development plan/area plan/revenue records the area of the compound and its usage has to be checked/arranged by the consultant.

"The applicant should have experience as below:
The applicant should have satisfactorily completed similar works during the last 10 (ten) years ending last day of the month prior to the one in which the EOI has been invited as under.
a) Two similar works pertaining to development of 21 kathas of land area in city corporation.
Similar works shall mean providing of consultancy services for assessment of Techno-Commercial viability/feasibility and successful signing of concession agreement and appointment of developer for construction/development of institutional /commercial/residential complex.
b) At least two consultancy work of any type should have been executed in any government/semi-government or autonomous organization in the last 10 years.
For non-compliane of above requirements, the EOI shall be considered as non-responsive |

The expression of interest must comprise the following:

iii. Experience details
a) In consultancy service.
b) In feasibility study.
iv. Bank solvency certificate
v. Availability of appropriate skilled staffs list of relevant professional, their qualification and experience.
vi. Copy of up to date trade license
vii. Copy of TIN certificate
viii. Copy of VAT certificate
ix. Audit report/ Turnover report for last 3 years.
Only short listed consulting firm will be called to participate in the request for proposal (RFP).
Interested consulting firm will be required to submit the EOI (3 copies) one (1) Original, Two(2) copies in closed envelop marked with “EXPRESSION OF INTEREST (EOI) FOR SELECTION OF CONSULTING FIRM” on all working day (Sunday to Thursday) between 0900 and 1500 hrs. (BST) at Karnaphuli Gas Distribution Company Limited, Head Office (7th floor), 137/A, CDA Avenue, Sholashahar, Chattogram, Bangladesh before the EOI closing date & time with soft copy in CD-Rom.
Any application submitted later than the specific date and time or submitted through e-mail/fax will not be entertained. |
