To ensure better customer support and implement the e-Service Roadmap for vision-2021, Bureau of Mineral Development (BMD) has taken initiatives to implement the e-Service namely “Development of E-License and Lease Management System” includes but not limited to the following services:
1. Lease & License Information Management
2. Applicant Registration Management
3. Application Management
4. Inspection and Value fixation Management
5. Govt. Quarry Lease Processing and Sanction Management
6. Deed, Sanction & Register Management

This is a national program with utmost importance towards the digital Bangladesh goal, so the bidder must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrance. Applicant must also have adequate technical ability, resources and processes. As such, following are defined as minimum eligibility criteria: (Document Submit Must be following sequence)
1. A registered entity with RJSC for at least 05 (Five) years having valid trade license.
2. Must have 02 (Two) similar type or relevant project in applications/software/e-governance /e-service solution design, development and implementation experience. Out of 2 (Two) project experience 1 (One) must be in Government/Public Sector experience i.e. e-Government application. 1 (One) others related Project experience.
3. Should have minimum 30 (Thirty) full time ICT personnel in company payroll related to system analysis, design, development, integration, testing, QC, training and implementation of web and mobile based applications/software solutions.
4. Audit report of the previous 3 (Three) years. Yearly turnover of the firm shall be at least Tk.2core.
5. The minimum amount of liquid assets i.e. working capital or credit line(s) of the firm shall be Tk.50 (Fifty) Lac.
6. Must have BASIS Membership.
7. Management and operational capacity (Brochures, Company Profile and other documents describing company expertise, strength and experience , core functions, products and services, similar assignments or project experience, availability of relevant professional staff and experience among applicant’s staff/resources to carry out this assignment.
8. The firms may associate to enhance their qualification, but should mention whether the association is in the form of a “joint-venture” or of “sub-bidder”. All members of such an association should have real and well-defined inputs to the assignment. The maximum no. of members in the association is limited to three (3). The firms must declare one firm in this association as the “Lead Firm”.
9. ISO 9001/CMMI L3 will be considered as preference.
Bureau of Mineral Development (BMD) now invites [Eligible] Applicants to indicate the interest in providing the services. Interested Firms/Vendors are invited to provide information indicating that they are qualified to perform the services. This shall require substantiation through submission of brochures and other documents describing similar assignments, experience availability of appropriate professional qualification and experience among applicant’s staff, resources to carry out the assignment, financial logistical capability, etc.
An applicant may associate with other consultants to fulfill their qualifications.
A shortlist of Vendors will be prepared upon evaluation of EOIs of the eligible applicants and “Request for Proposal” document will be issued in their favor. A Firm/Vendor will be selected using the Quality and Cost Based (QCBS) method. It is expected that the services will commence in December 2019.
