INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Roads and Highways Department (RHD) now invites Expression of Interest (EoI) in English from reputed International Consulting Firm(s) (hereinafter referred to as 'the interested Consultant') for short-listing for the consulting services for Detail Engineering Design, Tender Assistance, and Construction Supervision under the project. The International/National Consulting Firm(s) may submit the EoI in Joint Venture or in Association (maximum 03 (Three) firm (s) can form Joint Venture or Association) with other International/ National Consulting Firms.
i. Detailed Design and Tender Assistance
Review all primary and secondary data collected during JICA's preparatory survey; Carry out all engineering surveys; Prepare detailed work plan, progress reports and implementation schedule for the project; Prepare the detailed design including tender drawings, detailed cost estimates, Technical Specifications, Test Manuals etc. Define sources and estimated quantities of construction materials. Prepare detail Land Acquisition (LA) Maps/Plans, Estimates and other necessary documents for Submission to competent authority for approval. Update/Prepare Resettlement Action Plan (RAP);Update/Prepare Environmental Impact Assessment (EIA), Environment Management Plan (EMP), Environmental Monitoring Plan (EMoP);Prepare Pre-Qualification (PQ) documents and assist RHD during PQ evaluation; Prepare bidding documents, assist RHD during bid evaluation, contract negotiations and finalizing the contract documents.
ii. Construction Supervision
Supervise civil construction works and execute contract administration; Regularly monitor progress and take actions required for timely completion of works; Verify contractor's work statements and issue payment certificates; Review and necessarily modify design, drawing, specification, cost etc.; Prepare an operation and maintenance manual for the constructed works; Other necessary support to the client concerned in implementing the project. Facilitate implementation of Environment Management Plan (EMP), Environmental Monitoring Plan (EMoP) and Land Acquisition Plan (LAP); Carry out Transfer of Technology; Review and facilitate implementation of safety plan; Dispute Board assistance; Conduct training on Community Health Care and HIV/AIDS prevention. For
a) Construction of 25.8 km long 4-lane Port Access Road on new Embankment, b) Construction of 17 bridges,
c) Construction of 1.6 km long 4-lane Matarbari Port North-South Connector Road and d) Soft Soil Improvement Works. |

1. The Consulting Firm(s) submitting Expression of Interest must have following experiences (during the last 15 (Fifteen) years from the last date of submission of EoI and where only successfully completed projects will be considered for assessing experience):
i. General Experience of Consulting Services in Highway and Bridge construction Projects in the areas of Detailed Design, Tender Assistance and Construction Supervision,
ii. Specific Experience of Consulting Services:
a) Experience of Detail Design and Construction Supervision of minimum 20 KM Highway/Road/ Expressway in a single contract. a) Experience of Detailed Design and Construction Supervision of minimum 20 KM New Highway on new Embankment with soft soil improvement/ground improvement
b) Experience of Detail Design of Pre-Stressed Concrete (PC) Bridge having at least total accumulated length 1000 Metre in a single contract.
c) Experience of Construction Supervision of Pre-Stressed Concrete (PC) Bridge having at least total accumulated length 1000 Metre in a single contract.
d) Experience of Consulting Services of Highway/Road and Bridge projects in Developing Countries. a) Experience of Detailed Design and Construction Supervision of Highway Bridges having at least total accumulated length 1200 Metre New Bridge in a single contract with at least 01 (one) PC-I Girder Bridge of total Length 750 Metre having minimum 35 Metre Span length.
In addition to above 1 (i) and 1 (ii) experiences, the Consulting Firm(s) should preferably have the following experiences:
a)Experience of Japanese ODALoan funded projects,
b) Experience of Detailed Design/Construction Supervision of Steel Box Girder Bridge.
c) Experience of Soft-soil Treatment/Ground Improvement in the Design/Construction Supervision of Road/Bridge/Ground Improvement Project.
The Consultants will be selected under Quality Based Selection (QBS) method in accordance with the procedures set out in the "Guidelines for the Employment of Consultants under the Japanese ODA Loans, April 2012" following Quality Based Selection (QBS)https://www.jica.go.jp/english/our_work/types_of_assistance/oda_loans/oda_op_info/guide/index.html
The EoI should specially include (along with certified English Translation, if not in English):
• The firm's registration certificate; The latest annual report; General and Specific Experience
• The firm should have the following experience and the EoI documents must provide authentic information of the experiences as following: (Only Successfully Completed Projects will be considered for assessing experience)
a) Experience in Design and Construction Supervision of Embankments, Highways, Flyovers/Steel Box Girder Bridges, Pre-Stressed Concrete (PC) Girder Bridges, Highway Interchanges, Highway Intersections, Culverts, Sluice Gates, Soft Soil Improvement, Slope Protective Works&Drainage structures.
b) Experience in Design and Construction Supervision of Highway/Bridge/Flyover projects (FIDIC contract basis) in Developing Countries.
c) Experiences in Design and Construction Supervision of Highway/Bridge/Flyover projects (FIDIC contract basis) in Bangladesh.
d) Experience inDesign and Construction Supervision in Japanese ODA Loan Projects.
(In the above list for a), b), c) and d), following information should be provided:Clients' name, address, email, phone, country of project, nature of services, contract amount and contract period, man-months the firm deployed, duration of the service with commencement and actual completion date, name of other firms in JV or association (if any))
e) Number of Bridge, Highway, Geotechnical and other relevant Engineers/Professionals (Permanent/Full Time and Intermittent/Contractual), those who belong to the firm more than a year and average working experience (years) of those Engineers and Professionals.
f) Audited financial statement (Balance Sheet, Profit & Loss Account and Cash Flow Statement) for the last 3 (three) years;
g) Average annual turnover in the last 3 (three) years; and
h) History of litigation in courts or any arbitration proceedings (if any). |

4. RHD reserves the right to accept/rejectone or all EoIs or stop the process of approval at any stage, at its sole discretion and shall bear no liability whatsoever consequent upon such a decision. |
