This is an important project of DGHS with utmost importance towards the digitalization of Bangladesh goal. So the applicant/consulting firm must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrances. Applicant/consulting firm must also have adequate technical ability, resources, human resources and processes. As such, following are defined as minimum eligibility criteria:
1. Must submit valid Trade License, TIN & VAT Registration Certificate.
2. Minimum 5 years’ prior experience on working similar assignments in developing countries, preferably in Bangladesh. It should have clear understanding about the DGHS, different entities under the Directorate, its activities, functions and service delivered. It should also have clear understanding about the Bangladesh context in software development and implementation. Must have a clear idea about the software currently being used in DGHS and how they are interoperable.
3. Must have proven experience of Human Resource Management Software development in Govt. Sector preferably for bodies under/within Ministry of Health & Family Welfare.
4 The firm must have experience working with systems of health software ecosystem (DHIS2, HRIS, OpenMRS, SHR etc or Similar System).
5 Firm must demonstrate its management capacity (website link or brochures and other documents describing similar assignments, experience, availability of appropriate professional staff and experience among applicant’s staff, resources to carry out the assignment).
6. Firm should demonstrate its logistical capability (well-equipped office space at Dhaka with necessary facilities).
7. Must submit last 02 (Two) year’s financial audit report showing average annual turnover at least BDT 100 Lac.
8. Must have working capital/liquid assets/credit facilities not be less than at least BDT 40 Lac.
9. List (Name, designation, years of experience, number of projects, expertise) of personnel who can be engaged to perform the assigned task.
Access to Information Programme-II now invites eligible Applicants to indicate the interest in providing the service to DGHSs. Interested Consultants/firms are invited to provide information indicating that they are qualified to perform the services.
A shortlist of consultants will be prepared upon evaluation of EoIs of the eligible applicants and “Request for Proposal” document will be issued in their favor. A Consultant will be selected using the Quality and Cost Based (QCBS) method. It is expected that the services will commence by August 2018.
Total duration of the contract will be 03(Three) Years (36 months).
