Brief Description of Assignment |
: |
This project objectives:
• Increasing agricultural production by providing water resources management infrastructures (145 nos. of New sub-project, 90 nos. additional sub-project and 9 nos. of flagship sub-projects).
• Establishing and strengthening of Water Management Co-operative Association(WMCAs) for sustainable Operation and Maintenance(O&M)of sub-projects
• Increasing farmer’s income by providing agri-business-related facilities, training and non-farm activities.
The National Firms will be engaged to provide support for Detail FS (PRA & FS) and DD.
The scope of the service includes:
I. Package-SD-02 (60 nos. Detail FS and 50 nos. Detail Design)
II. Package-SD-03 (60 nos. Detail FS and 50 nos. Detail Design)
III. Package-SD-04 (60 nos. Detail FS and 50 nos. Detail Design)
IV. Package-SD-05 (60 nos. Detail FS and 50 nos. Detail Design)
V. Package-SD-06 (53 nos. Detail FS and 44 nos. Detail Design)
a) Collection of data (Engineering, agricultural, fishery, Social, environment etc.) for Detail FS (PRA&FS) and DD.
b) Prepare Detail feasibility studies (PRA & FS) report supported by appropriate analysis only if the sub-project is found to be feasible by conducting PRA.
c) Prepare Detail Design of sub-project including engineering survey, necessary data collection such as geo-technical, hydrological data for hydraulic infrastructure.
d) Design with latest software (Preferably latest version of STAAD Pro) must be used.
e) Detail designed drawing and estimate of Water Resources Structures by LGED software.
f) Prepare report on Social Management Systems along with Social Map for Water Resources Development (WRD).

The firm is required to provide expert in the following fields:
1) Screening, selecting, validating, planning, designing, implementation and management of Water Resources Development (WRD) for agricultural development and for preparing Details FS and Detail Design (DD) Reports.
2) Detail Design (using latest version of STAAD Pro) of Water Resources Structures for Agriculture and fisheries development
3) Estimate of Water Resources Structures (WRS) for agricultural and fisheries development
4) Engineering analysis for preparing WRS for agricultural development
5) Hydrological data collection and analysis,
6) Agricultural development;
7) Fisheries development;
8) Social consideration;
9) Gender and development;
10) Environmental and Social Management Systems:
4. Detail FS (PRA& FS)& DD shall be completed within approximately Thirty-Six (36) months.
5. Local Government Engineering Department (LGED) now invites eligible firms to show their interest in providing the relatedservices. Interested firms must provide information indicating that they are qualified to perform the services.
The EOIs would be reviewed on the basis of the following:(Submission of EOI as per “Form-A”and ‘’ Short TOR” which is available inhttp://www.lged.gov.bd/Procurment.aspx?ProcurmentType=4 this Link)
a. Legal establishment of the firm (updated TIN and VAT registration no., trade license, etc.)
b. List and availability of key professionals to carry out the assignment (Name, Date of birth(age), mention academic qualification & length of experience(yrs.).
c. Organizational capacity of the firm.
d. Total no. of full time staff and no. of staff in Pay-roll.
e. Financial capacity of the firm (Turnover of last 3 years)
f. Experience of the firm in similar task/assignments in last seven years (example of past experience of similar nature and cost and duration of the assignment. Year counting backward from the date of publication of EOI in the newspaper)
g. Experience of the firm in other works in last five years (example of past experience including location, cost and duration year counting backward from the date of publication of EOI in the newspaper)

6. Consultants may associate with other one firm to enhance their qualifications, and, if association, should mention whether the association is in the form of “joint venture” or “sub-consultancy”. In the form JV the number of the firms should be two including Lead firm. Any firm or JV can participate in all packages or any single package. A Consulting Firm may be short-listed in all package but they have to be submitted individual proposal for each package and they will be considered for award two or less.
7. A consulting firm will be selected in accordance with the Selection of Fixed Budget System (FBS) procedures as set out in Standard Documents according to PPR-2008.Interested firms may obtain further information at the address below during office hours. A shortlist of firms will be prepared, from the expressions of interest, for requesting proposals for this assignment.
8. 1 (One)Original and 1 (One) copy, total 2 (two) numbers for each package of EOI shall be submitted in a sealed envelope through Registered post, or delivered by hand, subscribing of “Detail Feasibility Study {Participatory Rural Appraisal (PRA)& Feasibility Study (FS)}” and “Detail Design (DD)” and Package Number for Small Scale Water Resources Development Project (Phase-2)on top of the envelope
