INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The purpose of this study is to assess the technical, economic, and financial feasibility of the project along with environmental and social assessments complying Bangladesh and World Bank / Equator Principles. The scope of this project includes feasibility study and preliminary design, for best technology and fuel selection for Power Plant Development Project at Munshiganj at the side of Meghna River. The technology will be base load power station. The coal technology will be Ultra Supercritical/Supercritical and for gas or dual fuel, the plant will be combined cycle.
The study will be carried-out for a period of 12 months. The consulting service is expected to cover this 12 months duration including seasonal variation. In carrying out this study, the consultant shall address the followings issues:
i. Detailed Feasibility Study (including Geotechnical investigation & River Morphology Study) towards implementation for both coal based and dual fuel base load large power plant project.
ii. Environmental Impact Assessment (EIA) projecting cumulative impact assessment.
iii. Social Impact Assessment (SIA) [including Resettlement Action Plan (RAP)]
iv. Disaster Impact Assessment (DIA) projecting the proposed coal based/dual fuel power plant and surrounding natural environment.
v. Recommendation for best technology and fuel selection for Power Plant Development Project at that site. |
Experience, Resources and Delivery Capacity Required |

1. The Applicant [Lead Partner in case of Joint Venture, Consortium or Association (JVCA)] should have at least twelve (12) years of experience in the field of consultancy.
2. The Applicant [Lead Partner in case of JVCA] should have the following experience during last ten (10) years:
Experience of conducting detail Feasibility study [as Lead Partner in case of JVCA] of one (01) no. of Combined Cycle Power Plant Projects (Dual Fuel based) having capacity not less than 225 MW and one (01) no. of Supercritical/Ultra supercritical Coal based thermal power plant project having capacity not less than 300 MW (Single Unit) out of which, one (01) shall have to be outside of the Applicant’s own country and one (01) shall have Contract value of USD one (01) million.
3. The Applicant [all Partners combinedly in case of JVCA] should have the following experiences during last ten (10) years:
a) Experience in conducting Social Impact Assessment (SIA) of one (01) no. of any project.
b) Experience in conducting Resettlement Action Plan (RAP)) of one (01) no. of any project.
c) Experience in conducting Disaster Impact Assessment (DIA) of one (01) no. of any project.
4. The Applicant [all Partners combinedly in case of JVCA] should have at least USD three (3) million of average annual turnover for the last five (5) years.
5. The Applicant (Lead Partner in case of Joint Venture) should have valid ISO QMS and EMS or valid IMS Certificates. |
Other Details (if applicable) |

1. Interested Applicants are required to submit the following documents complete in all respects with one (1) original and three (3) copies of each of the following:
a) Application for Expression of Interest.
b) Company Profile shall contain information about Consultant’s experience, resources, professional staff and qualification for the study.
c) Legal Documents/ incorporation or constitution or incorporation of the Applicant firm.
d) List of Key Professional staffs and resources available at present with the Applicant.
e) Audited financial statements of last five (5) years.
f) Details of consultancy services performed in support of Applicants’ experience.
g) Copies of valid ISO QMS and EMS or valid IMS Certificates.
h) In case of a JVCA, association/Joint Venture Agreement on a non-judicial stamp of value BDT 300/- (Bangladeshi Taka Three Hundred) or a Letter of Intent to enter into such agreement along with the proposed agreement duly signed by all partners of the intended Association/Joint Venture. Otherwise EOI from an Association/Joint Venture will not be considered for shortlisting.
2. Draft Terms of Reference (ToR) will be available in the EGCB website in PDF for download. The Consultant shall have to offer a detailed and comprehensive ToR for conducting the mentioned studies. ToR will be finalized before issuance of RFP, which will be issued to the short listed Consultants.
3. The Consultant who has completed project under the Guideline of World Bank, JICA, ADB or other International Development Partner will be given preference during shortlisting.
4. The short listing of the firms will be made on basis of the requirements mentioned against Sl.16 and Sl.17 (1~3).
5. The short list will be composed of not less than four (4) and not more than seven (7) applicants as per Rule-115(3) of PPR-2008.
