| Brief Description of Assignment |

"The Project is designed to construct around 181.0 km long, 36 inches diameter high pressure (1000 psig) gas transmission parallel Pipeline from Fouzdarhat of Chittagong to Bakhrabad of Comilla via Feni including four river crossings and above ground installation along the Right-of-Way (ROW). The Pipeline will pass through Sitakunda and Mirersorai upazila of Chittagong district, Feni Sadar and Chagolnaia upazila of Feni district and Nangalcote, chouddogram, Laksam, Borura, Chandina, Debidwar, Muradnagar upazila of Comilla district. The project will be implemented by June, 2019. External Monitoring Expert services will be required tentatively from May, 2018 to June, 2019.
The general tasks and responsibilities for the selected External Monitoring Expert will be but not limited to as follows:
(i) Review and verify the executing agencies’ monitoring information and the progress of resettlement as stipulated in the latest resettlement plan.
(ii) Assess the effectiveness of the executing agency and implementing NGOs in updating the resettlement plans and implementing its requirements, and advise the executing agency about required improvements.
(iii) Monitor and advise the executing agency on carrying out full and meaningful consultation on the latest resettlement plan.
(iv) Assess whether all compensation and mitigation measures for all displaced persons have been implemented with a focus on vulnerable groups in accordance with the requirements of the latest resettlement plan.
(v) Review settling complaints and grievances; and provide guidance for EA to address the grievances in accordance with the RP
(vi) Assess whether the objectives of the resettlement plan, particularly the restoration and enhancement of living standards of displaced persons, have been achieved.
(vii) Advise the executing agency on any social safeguards compliance issues and design corrective actions in cooperation with the executing agency and consultation with the affected persons; and monitor and assess the implementation of these corrective actions.
(viii) Prepare quarterly, semi-annual/half yearly external social monitoring reports, and submit these to the executing agency and ADB.

| Experience, Resources and Delivery Capacity Required |

"Masters/PhD in relevant discipline;
-The external Monitoring & Evaluation Expert shall have minimum 10 years working experiences in Resettlement and Rehabilitation of developed induced displacements, preferably in energy projects or related fields;
-At least five (5) years of demonstrated work experience as Team Leader/Resettlement and Rehabilitation Specialist of developed induced displacements/ Resettlement action in cross country Gas Transmission Pipeline/Road or Railway infrastructure/ river or waterway embankment. Expert shall have adequate knowledge and experience in land administration and Resettlement Action Plan. Experience of working as external Monitoring & Evaluation of implementation of resettlement action plan (RAP) funded by development partner will be treated as an advantage;
-Must have good knowledge of Involuntary Resettlement Safeguards Policy of development cooperation agencies (ADB & AIIB) and related policies rules, regulations, act and procedures of the GoB;
-Proven track record in working effectively within multi-institutional and multidisciplinary teams; and
-Computer proficiency in standard office applications (Spread sheets, word processing, Internet), excellent communication, interpersonal and team working skills;
