INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The objective of the Study is to provide Consultancy Services for Land Acquisition, Land Development and Protection for Patuakhali 1320 MW Super Thermal Power Plant project of APSCL.
The consultant will conduct the following works:
• Identification of PAHs (Project Affected Households) & PAPs (Project Affected Persons) and collection of additional key information regarding PAHs & PAPs.
• Preparation of RAP (Resettlement Action Plan) including livelihood and income loss restoration plan.
• Implementation of RAP (Resettlement Action Plan).

| Experience, Resources and Delivery Capacity Required |
: |
i) The NGO (Non-Government Organization)/RAC (Resettlement Assistance Consultant) shall have demonstrated capacity to mobilize the required trained and experienced field staff.
ii) The NGO/RAC shall have the experience in implementation of large resettlement plan like the present project.
iii) The NGO/RAC must have working experience in the implementation of resettlement and land acquisition under externally funded development program.
iv) The NGO/RAC must be registered under the Social Welfare Department or under NGO Affairs Bureau.
v) The NGO/RAC must present certificate/s from the concerned government department/agency to verify its satisfactory performance in resettlement social/census surveys, planning and implementation of resettlement plan, monitoring and evaluation through effective management information systems and preparation of analytical reports that meet the standards of co-financiers.
vi) The NGO/RAC shall have to present audit report for the past five years.

The intending consulting firms are requested to collect the “Terms of Reference as well as EOI document” from the office of the Company Secretary, Corporate Office of APSCL, Navana Rahim Ardent (Level-08), 185, Shaheed Sayeed Nazrul Islam Swarani, Palton, Dhaka till April 04, 2018.
The “Terms of Reference as well as EOI document” shall also available at APSCL Website (www.apscl.com). The applicants are requested to visit APSCL Website for probable amendment.
The applicant must submit documentary evidence conforming the above in order to evaluate. Any application submitted later than the specified time shall not be entertained.
RFP will be issued only to short listed firms.
