Title : First meeting of PPSC held
Description : February 03, 2010 The first meeting of the Public-Private Stakeholders Committee (PPSC) was held at the NEC-II Conference Room on the campus of the Ministry of Planning at Sher-e-Bangla Nagar on February 03, 2010 (Wednesday). Minister for Planning Air-Vice Marshal (rtd) AK Khondker presided over the meeting of the PPSC formed in 2009 and re-constituted in January 2010 with wider coverage of private sector, business bodies, media, civil society, NGOs and the public sector. The 27-member PPSC headed by the Planning Minister comprises representatives from Transparency International, Bangladesh, Dhaka Reporters’ Unity, Bangladesh Association of Software and Information Services, Bangladesh Association of Consulting Engineers, Bangladesh Association of Construction Industries, Federation of Bangladesh Chambers of Commerce and Industry, BRAC, Proshika, CPD, BUET, Dhaka University, CPTU, IMED, PWD, REB, RHD, BWDB, Rajuk, FAPAD, PDB and Bangladesh Computer Council. The objective of the formation of the PPSC is to institutionalize external monitoring and citizen engagement in different stages of public procurement. The Institute of Governance Studies (IGS) appointed as consultant for providing expert and support services to the PPSC, facilitated the first meeting. The committee will sit once in every three months. The minister in his welcome address said government is sincere and pledge- bound to create an enabling environment for establishing socially responsive, transparent and accountable governance in all public sectors. “One of the major tasks of the committee is to develop and recommend to the government a programme for the possible engagement of external stakeholders, which we now phrase as ‘Citizen Engagement’ in the monitoring of procurement processes and outcomes to ensure transparency and accountability”, he noted. Members from BRAC, BASIS, BCC and the government officials took part in the discussion in the open floor after presentations by CPTU, IGS and Bangladesh Center for Communication Programs (BCCP) on activities of component 4 of the Public procurement reform project-II. The PPSC has been formed under the auspices of the PPRP-II. The PPSC will devise a way to institutionalize third party monitoring of public procurement even after the project is over.
