Title : 21st three-week training course on public procurement ends: 22nd begins Dec 6, 2009
Description : Thursday, November 19, 2009 The 21st three-week residential training course on procurement of goods, works and services organized by the Central Procurement Technical Unit (CPTU), IMED, Ministry of Planning, that began on November 1,(Sunday), 2009 at the Engineering Staff College Bangladesh (ESCB) at Bausia in Munshiganj district, ended on November 19(Thursday), 2009. The 22nd course, scheduled for November 15, 2009, has been shifted due to Eid holiday hangover. It would now start on December 6, 2009 and end on December 24, 2009. The Eid-ul-Azha will be celebrated on November 28, 2009 (Saturday). The three-week residential training courses are being held under the auspices of the Public Procurement Reform Project –II (PPRP-II) for the government officials involved in procurement activities. The Local Government Engineering Department (LGED), Roads and Highways Department (RHD), Bangladesh Water Development Board (BWDB) and Rural Electrification Board (REB) are considered four target agencies under the PPRP-II. A total of 20 participants took part in the 21st three-week training course. Of them 10 were from four target agencies (RHD-1, LGED-4, BWDB-2, REB-3) and the rest 10 from other government entities comprising Public Works Department-3, Department of Livestock-2, Ministry of Finance-1, Ministry of Communications-1, Power Development Board-2, Dhaka Power Distribution Company Ltd.-1. Such three-week training is the part of 108 such courses to be held in next three years under the PPRP-II. About 3240 officials will be trained under the three-week courses. There are also courses of different duration. In total, more than 10 thousand government officials will be trained in public procurement, said Kazi Jahangir Alam, Director (Rules) of the CPTU. The CPTU is implementing four major tasks under the PPRP-II with a view to making public procurement system in Bangladesh accountable, transparent and well-functioning. The components are; 1. Furthering policy reform and institutionalizing capacity development 2. Strengthening Procurement management at the sectoral level 3. Introducing e-Government Procurement (e-GP) 4. Communication, behavioral change, and social accountability. The objective of the project is to improve performance of the public procurement system progressively in Bangladesh, focusing largely on the key sectoral ministries and targeting their implementing agencies.
