Title : Dissemination workshop on new PPR, 2025 draws record crowd

The capital’s Osmani Memorial Auditorium turned into a vibrant hub of energy and engagement as a large number of officers gathered to understand the sweeping reforms introduced in the new Public Procurement Rules (PPR), 2025. The unprecedented turnout reflected the keen interest among officers to understand the new directions in public procurement management.

Mr. S. M. Moin Uddin Ahmed, who steered the entire process of formulating the PPR, 2025 as the Chief Executive Officer of the Bangladesh Public Procurement Authority (BPPA), was present as the key speaker in the workshop Organized by the Ministry of Housing and Public Works.

He elaborated on the key provisions and implications of the new rules during the workshop held on 8 October 2025 at the Osmani Memorial Auditorium in Dhaka.

The new PPR 2025 came into effect on 28 September 2025, in tandem with the amended Public Procurement Act, 2006, marking a major milestone in the country’s procurement reform journey.

The workshop aimed to brief officers under the Ministry of Housing and Public Works on the major changes and innovations introduced in the PPR 2025. The officers in Dhaka were asked to be present in person and those outside Dhaka were asked to join online.

The event recorded the largest-ever participation in a public procurement workshop, with around 400 participants attending in person and another 500 joining online.

The new PPR, 2025, comprising 154 Rules and 21 Schedules, brought a number of groundbreaking reforms, including:

  • Removal of the 10% (plus-minus) price cap in national works procurement;
  • Mandatory use of e-GP for all categories of public procurement;
  • Compulsory disclosure of the actual beneficial owner of contract awards;
  • Formal introduction of Sustainable Public Procurement (SPP);
  • Requirement for a procurement strategy for better planning and value for money;
  • Recognition of physical services as a distinct procurement category;
  • Expansion of framework agreements and use of negotiations;
  • Establishment of a Debarment Board;
  • Clear provisions on asset disposal.

Mr. Md. Nazrul Islam, Secretary, Ministry of Housing and Public Works, presided over the workshop. Engineer Md. Reazul Islam, Chairman, Rajdhani Unnayan Kartripakkha (RAJUK), was also present on the occasion.

In the lively Question-Answer session, Mr. S. M. Moin Uddin Ahmed, and Mr. Shah Eyamin-Ul Islam, Director (Deputy Secretary), BPPA and National Procurement Trainer, together with Mr. Nazmul Islam Bhuiyan, Team Leader of the e-GP EOM team, responded to participants’ queries and clarified technical aspects of the PPR 2025 on behalf of BPPA.

Mr. Shah Eyamin-Ul Islam, who has been deeply involved in the entire formulation process, shed light on the practical implications of the new rules for procuring entities and tenderers alike.
