Title : BPPA holds workshop with IMED officers on proposed PPR, 2025

The Bangladesh Public Procurement Authority (BPPA) organized a workshop with officers of the Implementation Monitoring and Evaluation Division (IMED) on the proposed Public Procurement Rules (PPR), 2025 at the NEC conference room on 14 September 2025.

Mr. Md. Kamal Uddin, Secretary of IMED, attended the workshop as the chief guest, while Mr. S. M. Moin Uddin Ahmed, Chief Executive Officer (CEO) of BPPA and Secretary to the Government, presided over the session.

More than 120 officers from IMED and BPPA took part in the workshop, which aimed to familiarize them with the key features of the proposed rules.

The proposed PPR, 2025 has been drafted based on extensive stakeholder consultations. Instead of amending multiple provisions of the existing PPR 2008, stakeholders recommended developing a fresh and consolidated set of rules.

The reform process was necessitated by amendments to the Public Procurement Act (PPA), 2006, enacted through the Public Procurement (Amendment) Ordinance, 2025, published in the official gazette on 4 May 2025.

Speaking on the occasion, the IMED Secretary said, “Reforms in public procurement are ongoing. As part of this process, the PPA 2006 has already been amended, and the PPR, 2008 will now be replaced by the proposed PPR, 2025. We are also considering the establishment of a dedicated public procurement institute in the country.”

The BPPA CEO added, “We expect the proposed PPR, 2025 to be vetted by the relevant authorities very soon.” He explained the background, rationale and necessity of drafting the proposed PPR, 2025.

Mr. Shah Eyamin-Ul Islam, Director at BPPA, delivered a detailed presentation on the salient features of the proposed rules, which he has also presented in other consultation workshops organized by BPPA over the past two months.

The workshop was facilitated by the Bangladesh Center for Communication Programs (BCCP), acting as a consultant to BPPA.
