Description | : | The 7th meeting of Bangladesh-Government-Tenderers’ Forum (BGTF) was held online on 4 July 2020. Convener of the Convening Committee Mr. Sattar Md. Abdus chaired the meeting. The Director General of CPTU Mr. Shohelur Rahman Chowdhury also joined it. The meeting discussed the draft Memorandum of Association (MoA) and draft rules of BGTF. Tenderers and procuring entity representatives in the Convening Committee who joined the meeting gave their opinions on the MoA. The DG CPTU appreciated the step and said that the CPTU would extend necessary support to the organization. It was resolved that the draft with further modifications would be referred to the CPTU for its observations and approval. The GTF is a district level bilateral forum for tenderers and PEs. The BGTF is a central coordination body of all GTFs. The BGTF and GTF activities are being implemented under the Digitizing Implementation Monitoring and Public Procurement Project (DIMAPPP) with support from the World Bank. The CPTU has been implementing DIMAPPP since July 1, 2017. The BCCP, a consulting firm appointed by the CPTU, has been providing logistical support to BGTF. Building professional relationship between tenderers and PEs and developing a congenial procurement environment for improving quality are the objectives of the BGTF. It takes care of the empowerment and education of the local level tenderers to build their capacity to hold dialogues and remove any confusions about public procurement through discussions at GTF. The DG CPTU gave suggestion to take care of the small and medium enterprises in the process of BGTF functioning. He laid focus on building confidence among tenderers and PEs through this organization in the procurement system. Mr. Chowdhury expressed the view that the organization needs to have a goal and objectives and nurture some core ethical values. He said earlier there was a transactional relationship between the two parties. But now there has to be a holy relationship where both PE and tenderer have equal importance in any contract of public procurement. |
