The Public-Private Stakeholders Committee (PPSC) in its sixth meeting on January 4, 2012 (Wednesday) discussed the monitoring of public procurement by independent third parties for expediting the process and ensuring transparency in it.
The Central Procurement Technical Unit of IMED organized the meeting facilitated by the Institute of Governance Studies of BRAC University, under the Public Procurement Reform Project-II supported by the World Bank.
The PPSC, comprising representatives from the private and the public sectors, is assigned to recommend a strategy for citizen engagement in public procurement for ensuring best value for money.
Representatives of Centre for Policy Dialogues, BRAC, BUET, Bangladesh Association for Construction Industry, Bangladesh Computer Council, Proshika, RHD, BWDB, REB, LGED and other government agencies attended the meeting with IMED Secretary Mozammel Haque Khan in the chair. ERD Secretary Iqbal Mahmud, Director General of CPTU Amulya Kumar Debnath and IGS adviser Barrister Manzoor Hasan were also present on the occasion.
The PPSC discussed in detail how to engage civil society organizations in the monitoring of procurement. The IGS made a presentation on the interplay between the RTI and Public Procurement Act. The REB also made another presentation on its procurement scenario and gave suggestion on citizen engagement.
The committee formed a sub-committee to draft a methodology for the citizen engagement. It was also agreed that IGS would facilitate the piloting of the third-party monitoring of some procurement done by LGED to learn the problems and prospects in this connection.
The REB suggested that such monitoring can be allowed at the execution level. |
