Speakers at a workshop on public procurement titled Future Search Conference (FSC) made such observation. The Central Procurement Technical Unit (CPTU) organized in facilitation with the Bangladesh Centre for Communication Programmes (BCCP) at the Circuit House auditorium in Sunamganj on Monday, according to a press release received here. Secretary to the IME Division Md Habib Ullah Majumder opened the workshop as the chief guest while Director General of CPTU Amulya Kumar Debnath spoke as the special guest with Deputy Commissioner of Sunamganj Mohammad Yamin Chowdhury in the chair. Khandaker Ahsan Hossain explained different aspects of public procurement including the Public Procurement Rules 2008. The workshop was held as part of the government initiatives to raise awareness about PPA, PPR and electronic tender under the Public Procurement Reform Project-II supported by the World Bank. The IMED secretary said people who are providers of the funds for the procurement will be benefitted if corruption in the process can be eradicated. For this the involvement of the media, civil society and the people are very vital. The issues of public procurement and PPR should not only be confined to Dhaka. Rather, all concerned across the country need to be aware about these and their involvement is necessary in this connection. Director General of CPTU said, “We need to learn the field-level realities and problems for bringing any change to the PPR and formulating policies for the public procurement.” He further said now the government is implementing electronic tender. The field level suggestions and demands have to be considered in introducing the e-GP system. The electronic system instead of the manual one has to be put in place smoothly. The DC said, “We have weaknesses in the contract management process.” There is clear explanation and guidelines in the PPR for contract management, he noted. The workshop was organized to raise awareness about public procurement and its act6 and rules, including the issues of e-tender. So far such workshop having representation of the procuring entities, bidders, media and civil society has been held in 58 districts. It will be held in all 64 districts of the country.
