DHAKA, aug 5: The registration by bidders, suppliers, consultants and the procuring entities for participating in the electronic tender is getting popular among the users since the launch of the national electronic government procurement (e-GP) by Prime Minister Sheikh Hasina on June 2, 2011. The Central Procurement Technical Unit (CPTU) is implementing the four components of the PPRP-II.
These are capacity building, improvement of procurement management, introduction of e-GP and raising greater social awareness about public procurement in the country.
The CPTU is implementing the e-GP under the Public Procurement Reform Project-II supported by the World Bank.
According to the CPTU report, till August 5, a total of 122 bidders and consultants, and 27 procuring entities of the four target agencies including CPTU registered with the e-GP system. More applications await approval.
The target agencies under PPRP-II are LGED, RHD, BWDB and REB. Initially, e-tender is going to be launched in four entities of the four target agencies.
Then it will be expanded to 16 other entities and CPTU. Later, 308 entities of the target agencies will come under e-GP system.
The CPTU has already signed a memorandum of understanding with seven scheduled banks for facilitating payments for the electronic tendering. About 300 branches of the banks have registered with the e-GP system till August 2. They have also been given training. The banks are Agrani, Janata, Sonali, Pubali, United Commercial banks, National Banks and Bangladesh Krishi Bank. More private scheduled banks have contacted CPTU for joining the process.
For the smooth operation of e-GP, a central data centre of international standard has been established at CPTU with back-up facilities.
The data to be provided to the e-GP system are quite secure and safe as those are stored in an encrypted form.
Moreover, CPTU has obtained the security verification by the VeriSign for the system. The data centre has a 10-layer security protection.
If the hacker tries to hack they will get wrong information. They may cross one stage, but in the second layer they will get all data mistaken. So the e-GP system is secure.
For registration, computer and internet are required. Password and ID are also needed. The e-GP system will verify the password and ID.
After that the required documents along with the information of depositing the registration fees with the banks need to be sent online.
The CPTU also asks for the originals for verification. When the application will be approved, the applicant will get an instant message by e-mail and also cell-phone.
The registration fee for Bangladeshis is Tk 5,000 and annual renewal fee is Tk 2,000. For the foreigners the registration fee is US$ 100 and annual renewal fee is $ 30.
The government has attached top priority to establishing e-governance in the country.
The prime minister has stressed the need for using the electronic technology at all stages of government activities to reduce time, hassles and ensure transparency.
Over an amount of 36 thousand crore Tk is spent every year under the Annual Development Programme (ADP) to procure goods, works and services. About 80 per cent of such amount is consumed by the four target agencies.
The e-GP web portal www.eprocure.gov.bd has been open for registration.
