INFORMATION FOR TENDERER

| Eligibility of Tenderer : |

The bidder shall have minimum Average Annual Construction Turnover of USD 55 million (Fifty-Five million) for the contracts calculated as total certified payments received for contracts in progress or completed within the last five years. Requirement of minimum amount of liquid assets of the bidder shall be USD 11 million (Eleven million) for the contract. Participated in at least one (1) Contract that has been successfully or substantially completed within the last 07 (Seven) years and that is similar to the proposed highway standard road and structure works, where the value of the Bidder’s participation exceeds USD 70 Million (Seventy million) for the contract. The similarity of the Bidder’s participation based on the physical size, nature of works, complexity, methods, technology, or other characteristics as described in Section III of Tender Document, Employer’s Requirements. The complete eligibility and qualification requirements are stipulated in Section III: Evaluation and Qualification Criteria.
Tender Terms & Conditions:
1. International Open Competitive Tendering (IOCT) method and Single Stage Two Envelopes selection procedure will be followed as per Bank’s Procurement Instructions for Recipients (PIR) and is open to all eligible Tenderers as defined in the Bidding Document.
2. The Tender Document (English) may be purchased by interested eligible Tenderers on written request to the address below upon payment of a non-refundable charge of BDT. 10,000/- (Taka Ten Thousand only) by 09 July, 2023 16:00 (BST). The Bidding Document may also be sent via Courier/Mail for an additional charge of BDT. 50,000/- (Taka Fifty Thousand only) for Overseas Delivery only. No liability will be accepted for loss or late delivery of the bidding document.
3. All Tenders must be accompanied by a Tender Security of 175,000,000 BDT (One Hundred Seventy-Five Million BDT.) or USD 1,750,000 (One Million and Seven hundred Fifty Thousand USD).
4. The RHD will not be responsible for any cost or expense incurred by bidders in connection with the preparation or submission of bids. The employer reserves all the rights to accept any bid or to reject any or all the bids without assigning any reasons whatsoever.
5. Tenders must be delivered to the address “Office of the Project Director (ACE), RHD, Improvement of Sylhet-Tamabil Road to a 4-Lane Highway with separate SMVT Lane Project, Alenbari, Tejgaon, Dhaka”, before 10 July, 2023 13:00 (BST). Electronic tendering will not be permitted. Late Tenders will be rejected. The outer Tender envelop should be marked “ORIGINAL TENDER”, and the inner envelopes marked “TECHNICAL PART” and “FINANCIAL PART”. The “TECHNICAL PART” will be publicly opened in the presence of the Tenderers designated representatives and anyone who chooses to attend, at the address: Office of the Project Director (ACE), RHD, Improvement of Sylhet-Tamabil Road to a 4-Lane Highway with separate SMVT Lane Project, Alenbari, Tejgaon, Dhaka BST 14:00 on 10 July, 2023. All envelopes marked “FINANCIAL PART” shall remain unopened and will be kept in safe custody until the financial opening of the Tender.
6. Brief description of Work Package No. 01:
Part-1: Construction Phase: Improvement of Sylhet-Tamabil Road to a 4-Lane Highway along with Slow Moving Vehicular Traffic Lanes (SMVT) on Both Sides from Sylhet to Khadim (Ch. Km. 228+300 to Km. 238+100) which includes, but is not limited to the following works: (i) Flexible Pavement works with Polymer Modified Bitumen (ii) Earthwork in Road Embankment and Slope Protection (iii) Rigid Pavement in Service Lanes, at Bus Bay & Important Market Places (iv) Culverts 19 nos. (v) Bridges 3 nos. (vi) Toll Plaza (vii) Misc. works items of Sign Signal, Guide Post, Road Marking etc.
Part-2: Performance Based Maintenance works on Upgraded 4-Lane Sylhet-Tamabil Highway along with Slow Moving Vehicular Traffic Lanes (SMVT) on Both Sides from Sylhet to Khadim (Ch. Km. 228+300 to Km. 238+100).
