| Brief Description of Assignment |
: |
The consultant’s duties and responsibilities will include but not necessarily be limited to the following:
a)To assess the suitability of the proposed sites for developing a solar power plant through analysis of site conditions and solar energy potential;
b)To assist CPGCBL in developing RE based power generation project;
c)To conduct a comparative analysis of various technological options to recommend the most technically and financially viable design and components;
d)To attract investment from potential investors;
e)To develop business model for the solar project;
f)To assess the site specific Environmental, Social and other impacts;
g) To conduct Environmental Sustainability, Climate Resilience and Disaster Risk Analysis;
h) To prepare a complete Feasibility Study report;
i) To conduct Initial Environmental Examination (IEE), Environmental Impact Assessment (EIA)/ Environmental and Social Impact Assessment (ESIA), Disaster Impact Assessment (DIA), Detailed Resettlement Action Plan (RAP) and prepare complete report accordingly. |

Qualifying Requirements for the consulting firms are as follows:
Interested consulting firms must provide information indicating that they are qualified to perform the services. The consulting firm should provide the following information/documents. Shortlisting will be made based on such information and qualifications of the firm.
a)General Experience of the firm;
b)Experience in similar projects of compatible size, complexity, and technical specialty in the Renewable Energy Zone (REZ);
c)Working experience with International Financial Institutions (IFI) will be preferred.
d)Financial soundness of the firm;
e)Resources, key experts & support services of the firm.
f)The firm should have valid registration with legal documents (Valid Trade license, Certificate of Incorporation (if any), VAT & TIN certificate and PSR (Proof of Submission of Return)/ updated Income Tax Certificate).
Requirements for Joint Venture (JV) formation:
a)A consulting firm may submit its Expression of Interest (EOI) individually if it considers itself fully qualified to undertake the assignment. Association with other firm(s) is not mandatory. However, if a consultant chooses to associate with other firm(s) to enhance its qualifications and capabilities for the assignment, such an association shall be formed as a Joint Venture (JV) comprising a maximum of three (3) parties.
b)The formation and operation of the Joint Venture shall strictly follow the provisions of Rule 70(2) and the Schedule 12 format of the Public Procurement Rules (PPR)-2025. In case of a Joint Venture, the lead partner shall have the maximum share, while each of the other partners must hold a minimum share of twenty-five percent (25%). |
