INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
1. The Government of the People’s Republic of Bangladesh has received a loan from Japan International Cooperation Agency (JICA) toward the cost of Food Safety Testing Capacity Development Project (FSTCDP) (“the Project”) and intends to apply part of the proceeds of the loan towards payments under the contract for consulting services for Design, Supervision, and Technical Assistance Consultant.
2. The objective of the Project is to improve the food safety testing capacity of Bangladesh Food Safety Authority (BFSA) throughout Bangladesh by establishing one (01) food safety reference laboratory in Dhaka & two (02) divisional laboratories in Chattogram and Khulna, along with office building, training building and providing necessary capacity development. The Project thereby contributes to promoting the food processing industry, diversification and high value-adding of the industry, and prevention of diseases caused by unsafe food.
3. A consultancy firm will be selected through Quality and Cost Based Selection (QCBS), International, in accordance with the Guidelines for the Employment of Consultants under Japanese ODA Loans, October 2023 and the Terms of Reference (ToR).
4. The scope of services of the consulting services will include detailed design and tender preparation, utility relocation support, stakeholder coordination, implementation of safeguard plans, construction and laboratory equipment installation & commissioning supervision. The scope also covers technical support for future project proposals, institutional development, capacity building for laboratory staff and management (including ISO 17025), gender mainstreaming, and public relations. Applicants must demonstrate a clear understanding of the full scope and responsibilities of the assignment.
5. The consultancy firm will be engaged for a period of 94 months. The consultant engagement will comprise a total of 400 person-months for international experts and 1,350 person-months for local experts. |
Experience, Resources and Delivery Capacity Required |

6. FSTCDP now invites eligible consultancy firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experiences to perform the Services.
i) The consultant must have a minimum of 10 (ten) years of general experience in the field of design/supervision/capacity development.
ii) The consultant must have successfully completed, within the last fifteen (15) years, relevant projects in countries other than its country of registration, involving one or more of the following components: design, tender assistance, and construction supervision of laboratory buildings (including office facilities); installation supervision of laboratory equipment; and laboratory capacity development related to chemical, microbiology, molecular, or food testing laboratories.
iii) The consultant must have successfully completed overseas assignment(s) within the last fifteen (15) years that included all of the following components: (1) construction supervision of laboratory buildings, including office facilities; (2) installation supervision for laboratory instruments and systems; and (3) laboratory capacity development, with a total aggregated value exceeding USD 10,000,000 (ten million) only.
iv) The consultant must demonstrate experience in delivering consultancy services for projects with a minimum contract value of USD 3,000,000 (three million) only, funded by JICA/ the World Bank/ ADB, or other international development partners, irrespective of the sector.
v) The consultant must demonstrate a minimum liquid asset or working capital or credit facility of USD 2,000,000 (two million) only or its equivalent in other currencies. A Line of Credit, in the format specified in Form-4, may be submitted to demonstrate the required liquid assets.
vi) The consultant must demonstrate a minimum average annual turnover of USD 3,000,000 (three million) only or its equivalent in other currencies, over the last three (3) years supported by annual audit report(s).
vii) The consultant must have an organizational workforce of more than 100 (one hundred) employees.
viii) The Consultant must submit valid business registration documents issued by the competent authority of their country of registration (e.g., Certificate of Incorporation or Business Registration, tax identification, or trade license). In the case of participation as a Joint Venture (JV), the consultant must submit a JV agreement or letter of intent.
ix) The consultant must complete and submit the following standard Expression of Interest (EoI) forms: (a) Form-1: Submission Letter for Expression of Interest; (b) Form-2: Company Profile and Registration Certificate; (c) Form-3: Financial Situation and Capabilities; (d) Form-4: Letter of Commitment for Bank’s Undertaking for Line of Credit; and (e) Form-5a & 5b: Company’s Relevant Experience.
7. Consultants may associate with other firms as a joint venture or sub-consultancy. For joint ventures, a signed JV agreement or letter of intent and Power of Attorney from all members must be submitted. All JV partners shall be jointly and severally liable for the contract, if selected.
8. The Consultant shall submit documentary evidence to demonstrate compliance with the qualification requirements such as: general experience (6.i), specific experience (6.ii, 6.iii, 6.iv), liquid assets (6.v), average annual turnover (6.vi), organizational workforce (6.vii), and valid business registration (6.viii). In the case of a Joint Venture (JV), each member must individually meet the requirements for general experience (6.i) and business registration (6.viii). For the remaining criteria—specific experience (6.ii, 6.iii, 6.iv), liquid assets (6.v), average annual turnover (6.vi), and organizational workforce (6.vii)—the combined qualifications of the JV members will be considered for meeting the requirements.
9. General experience and specific experience for items (i), (ii), (iii), and (iv) under paragraph 06 shall be counted retrospectively from the date of REoI publication. |

10. Interested consultants are requested to obtain Form-1, Form-2, Form-3, Form-4, Form-5a, Form-5b and draft terms of reference (ToR) from the FSTCDP, Bangladesh Food Safety Authority at the address below during office hours (9:00 am. to 5:00 pm), or download them from the website (www.bfsa.gov.bd).
11. Expression of interest shall have to be submitted by September 30, 2025 up to 2:00 pm, in sealed envelope to the office Food Safety Testing Capacity Development Project (FSTCDP), Bangladesh Food Safety Authority, BSL Office complex (Building-2), Room No-520 (Level-5), 119, Kazi Nazrul Islam Avenue, Dhaka-1000). Hard copy of EoI is required (1 original & 2 copies). The consultant is advised to provide a soft copy of the EoI on a pen drive.
12. EoI applications must be in English. Supporting documents in other languages must include accurate English translations, which shall prevail for interpretation purposes. |
