INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
Assignment A. Preparation of site-specific engineering surveys, detailed engineering design, development of site-specific Environmental and Social Impact Assessments (ESIAS) and Environment and Social Management Plans (ESMPs) of about 28 (twenty-Eight) infrastructure office facilities in different divisions/districts of Bangladesh including a 12 storied building in Dhaka, preparation of bidding documents and technical advice to DoE during the bidding process for the infrastructure construction. Also prepare state-of-the-art design of Environmental laboratory facilities in each building.
Assignment B. Subject to successful completion of Assignment, Supervision & management of construction works referred to in Assignment A above including the implementation of the ESMPs.
The total duration of the contract will be 28 months while A Lump-sum Contract will cover services specified in Assignment A and a Time-based Contract will cover services specified in Assignment B.
Assignments A and B may be undertaken in parallel. However, the Contract for Assignment B will become effective only after the construction firm has been engaged and deployed. The relevant key experts and non-key experts will be deployed as and when required to meet the objective of Assignment B. Assignment A will be a lump sum type of contract while Assignment B will be time based.

Experience, Resources and Delivery Capacity Required |

The Department of Environment (DoE) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
1 General Experience of the consulting firm should at least 10 (ten) years from the date of publication of the advertisement;
1. Specific Experience in conducting/finishing similar nature at least 2 (two) assignments/projects in last 5 (five) years;
Availability of appropriate skills/experts among staff demonstrated capacity to handle such assignment in terms of resources;
iv. Audited Financial Reports of the proposers for the last three years;
v. Availability of other resources-logistical and support services of the firm;
v Updated Trade license, Tax Return, VAT & TIN certificates;
vi Consulting firm having working experience of PPA 2006, PPR 2008 and World Bank's "Procurement Regulations for IPF Borrowers July 2016, revised November 2020 ("Procurement Regulations");
vii Work experience of similar nature with Development Partners or Donner Fund is preferable;
ix Key Experts will not be evaluated at the shortlisting stage;
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers July 2016, revised November 2020 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
