The Government of the People's Republic of Bangladesh (GoB) has received a credit from the International Development Association (IDA) towards the cost of Bangladesh Sustainable Recovery, Emergency Preparedness and Response Project, with Bangladesh Water Development Board (BWDB) as one of the implementing agencies, and intends to apply a part of the proceeds of this credit for the consultancy services for Construction Supervision & Detailed Engineering Design of 5 (five) Districts under B-STRONG Project (BWDB Part).
The consulting services (“the Services”) include i) Reviewing Designs, E&S Documents, ii) Site Investigation, iii) Preparation of Detailed Designs, bidding document and Environment and Social documents, iv) Social Mobilization of Community Groups and Engagement of Local Communities, v)
Construction Supervision and Contract Managements, vi) Monitoring the implementation of Environmental and Social Management Plan (ESMP) vii) Project management support vii) Development of ICT monitoring of system.

The duration of the assignment will be about 40 (forty) months. The assignment is expected to commence on March, 2026.
The Bangladesh Water Development Board (BWDB) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services for Detailed design and Construction Supervision. The interested Consultancy Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
1. General Experience of the Firm in providing similar services (core business and years in business);
2. Experience in similar assignments of compatible size, complexity and technical specialty in the required areas;
3. Technical and managerial capacity of the consultant including staffing, logistics.
Key Experts will not be evaluated at the shortlisting stage
The consultants are requested to submit at least the following supporting documents in support of the above mentioned criteria: i) Registration documents from the country of the firm ii) JV agreement / Letter of intention (if applicable) iii) Firms brochure iv) Audited financial report for last 3 (three) years v) List of the firm’s in house/ regular staff with relevant expertise vi) Description of experience of similar assignments ( including nature, scope of services, contract amount, name of the employer, period of contract ( from contract signing to completion), funding agency(s), location /country of services ) etc.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. The qualifications of sub-consultants will not be considered in the EoI evaluation and Shortlisting process. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. It is preferable to limit the maximum number of JV partners to 4 (four) including the Lead Firm. In the case of an association (JV or Sub-consultancy), the Consultants must explain in the EoI submission including a) the rationale for forming the association and b) the anticipated role and relevant qualifications of each member of the Joint Venture and /or of each Sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or Sub-consultants in the association. Failure to provide the above explanation in the EoI may risk the association not being shortlisted for the assignment.
A Consultant will be selected in accordance with the Quality and Cost based Selection (QCBS) method set out in the Procurement Regulations and the contract will be Time Based.

Expressions of interest must be delivered in a written form to the address below in person, or by mail or by email by 15.00 local time (GMT+ 6 hours) on or before 10 September, 2025.
