INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The consulting services (''the Services") include the following activities as per the Terms of Reference:
• Web Application Development;
• Application Programming Interface (API);
• Development Report generation module;
• Mobile app for data collection;
• Dashboard system and Web map demographic visualization;
• Information or data Collection, GIS survey [geospatial data housing key geographic features such as building footprints and containment systems (type, capacity, connection, accessibility, etc.), road network (type width, length, etc), water bodies, land use, low-incomes settlement areas, etc.], GIS map preparation & Reporting;
• Service Level Agreements (SLAs);
• Training on the use and operation;
Other services
a) Technical Support for databases (update, backup, restoration and maintenance) will be up to the “System Support” period, which will start from the date of final installation and delivery. System should have the provision for updating data in higher version of server with improved Environment.
b) The system should be developed in English & Bangla.
c) Troubleshooting, tuning, data export-import, backup, etc. for databases.
d) Technical Support for installation, configuration, and deployment of application servers.
e) Technical support for the Web Application (deployment of updates) will be up to the contract period, which will start from the date of final installation and delivery.
f) The IT Firm will provide an SSL Certificate for the secured protocol of the Web Application.
g) Technical support for mobile applications (deployment of updates) will be provided up to the contract period, which starts from the date of final installation and delivery.
h) Bug fixing and upgrading of the Web Application and Mobile Application.
i) API should consider linkage with other existing systems within and across DPHE.
j) Ownership: Once the web and mobile application has been completed, tested, and validated as per Govt ICT policy, handover, and accepted by the DPHE, the software and apps with source code, Database, and architecture become the property of DPHE

| Experience, Resources and Delivery Capacity Required |

The short-listing criteria are:
a) Expression of Interest (EoI) Submission letter along with Firm's history, especially the age of the firm/year of registration/incorporation. General Experience in conducting IMIS web platform, Digital Inclusive financing systems, and service monitoring in similar projects.
b) The firm Must be a local IT/IES firm with a valid and up-to-date trade license, e-TIN certificate, Tax payment/clearance certificate, BIN certificate, certificate of Incorporation, and up-to-date BASIS Membership Certificate. Must have valid and up-to-date Register of joint stock & companies (RJSC) registration.
c) Must have a minimum of 05 (five) years of working experience in similar software Development and Implementation for Government/Semi-Government/MDB-funded projects/Autonomous/Private Sector.
d) The firm must have experience in the Development of Systems, support, and maintenance contracts for Sanitation Management Automation in the Government/Semi-Government/MDB-funded projects/Autonomous/Private Sector. in the last 05 (five) years (counting backward from the date of publication).
e) The firm must have experience in the Development of Systems, support, and maintenance contracts for Integrated waste management (Fecal Sludge Management/Solid Waste Management) Automation in Government/Semi-Government/Autonomous/MBD-funded project/Private Sector in the last 05 (five) years (counting backward from the date of publication).
f) The satisfactory completion certificate of experience in development, customization, and implementation of similar software Development and Implementation of at least 02 (two) contracts of a similar nature, each with a value of at least Tk. 3.00 (three) Crore in Government/Semi-Government/Autonomous/ Private Sector in the last 5 years.
g) The firm should have working capital/liquid assets/credit facilities of at least 05 (five) crore.
h) The firm should submit copies of the last 03 (three) years' audited financial reports with a minimum average annual turnover of the firm BDT of a minimum of 05 (five) Crores.
i) Preference will be given to the firm with an ISO 9001: 2015 certification or equivalent. Additionally, obtaining the ISO 14001 certification will provide the firm an added advantage.
j) The firm has experience in AIIB-funded projects, which is advantageous.
N:B: The above-mentioned & associated relevant others will be considered for evaluation. Interested firm/firms may submit their EoI with proper indexing mentioning the above criteria.

The duration of the assignment will be 7 (seven) months, starting from the date of contract signing to the end of the grant (PPSF) fund period unless otherwise happens.
The Department of Public Health Engineering (DPHE) now invites eligible Consultant firms to indicate their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience mentioned above.
The attention of interested Consulting firms is drawn to Section II, paragraph 4.4, and Paragraph 4.9 of the AIIB's "Procurement Instructions for Recipients" dated June 2, 2016, which set forth the AIIB's policy on conflict of interest and eligibility.
The consultant will be selected in accordance with the ‘Open Competitive Selection of consulting firms method’ set out in 13.2 of "Procurement Instructions for Recipients" dated June 2, 2016. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected.
A consultant will be selected according to the quality and cost-based selection (QCBS) method in the AIIB's procurement regulations.
