The minimum qualifications and experiences:
This is a national project with utmost importance towards the digital Bangladesh goal so the firms must prove that they have a solid technical background and operational strength to undertake and take this work forward without any hindrances. Firms must also have adequate technical ability, resources, human resources, and processes. As such, the following are defined as minimum eligibility criteria:
1. Minimum 5 years of experience in ICT business as a registered company/entity in Bangladesh. (Please provide work completion certificates to prove the experiences).
2. Must have valid and up-to-date Trade license/Register of joint-stock & companies (RJSC) registration (if applicable), TIN certificate, VAT Identification Number, Updated Income Tax Payment Certificate.
3. Minimum 1 successful implementation of a project on Education/ e-learning System Development in the last three years. (Please provide work completion certificates or contract copy to prove the experienced).
4. Minimum average annual Turnover BDT 2.8 crore for last 2 years. (Please submit the necessary document in this regard. For example, audited financial documents if applicable)
5. Must have minimum amount of liquid asset in form of credit line or working capital shall be BDT 1.8 crore. (Please submit the necessary document in this regard. For example, audited financial documents if applicable)
6. Documents demonstrating the management and operational capacity of the firm Brochures, Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, similar assignments or project experience, Trainings and Human Resource strength (Team Leader, Education Technology Expert, Solution Architect, System/Business Analyst, Database Administrator/Expert, Sr. Software Engineer/Sr. Programmer, Machine Learning Engineer, Data Science/Data visualization Expert, Software Engineer/Programmer, Mobile Apps Developer, QA Expert (Test Engineer), UI/UX Designer, Technical Documentation Expert, Support Engineer, and Technical Support Help Desk).
(Aspire to Innovate (a2i) Programme now invites eligible Applicants/firms to indicate their interest in providing the service. Interested firms are invited to provide information indicating that they are qualified to perform the services. Multiple Companies having technical and legal competency for providing such services can apply jointly but they must have legal agreement among them where one company needs to be lead. The joint venture company jointly needs to fulfil all conditions mentioned in this ToR. Joint-venture agreement needs to heave clear identification about each responsibility matrix along with IPR.
A shortlist of consultants will be prepared upon evaluation of EoI’s of the eligible applicants and a “Request for Proposal” document will be issued in their favor.
The total duration of the contract is 12 (Twelve) months. (Subject to the extension of the Project and availability of the fund)
