Brief Description of Assignment |

The objective of the assignment is to upgrade, Operate and Maintenance of the Existing Automation System of BLPA. The following services must be provided for upgradation, Operation and Maintenance of Existing Automation System of BLPA for Benapole Land Port.:
i. Upgradation, Improvement and Optimization;
ii. Software Development (For Integration of Existing System with other System;
iii. Weigh Bridge Management
iv. Daily Support and Operation Service;
v. Ensure Security and Monitoring;
vi. Hosting and Migration;
vii. Other services need to be done as and when required and assigned by the authority.

This System is very importance for Import-Export operation of Bangladesh Land Port Authority towards the Digitalization of Bangladesh. So, the Software ? Firm must proof that they have a solid technical background and operational strength to undertake and take this Automation service forward without any hindrance. Applicants must also have adequate technical ability, resources, and processes. As such, the following are defined as minimum eligibility criteria: (Documents must be submitted in the following order)
1. The firm must be based in Bangladesh and have at least 05 (Five) years' related experience in design, development, & Implementation of software in Government/Semi-Government/Autonomous Body/Financial Body.
2. The firm must have a valid and up-to-date Trade License, TIN Certificate, VAT Registration Certificate.
3. Tax Payment/Clearance Certificate from the previous year.
4. Must have experience in the design, development, and implementation of a minimum of 03 (Three) software projects in the field of web-based application/e-government applications. Among these projects, at least 01 (One) Port Related Software or Large Scale Application developed for any Govt Agencies/Semi-Government/Autonomous Organizations/ Financial Body with end-to-end/full cycle automation and implementation & Upgradation.
5. Among the 03(Three) Software development projects, at least 02 (two) Systems/Software should be completed in Government/Autonomous organizations/ Financial Body and the value should be at least 1 (One) Crore (Completion Certificate must be submitted)
6. Audit report of the previous 03 (Three) years (2021, 2022 & 2023). The audit report will be verified by the appropriate authority.
7. The firm must have a minimum amount of Tk. 50 (Fifty) Lac in liquid assets/working capital/credit line. A certificate or proof of the available liquid asset/working capital/credit line must be issued by the concerned authority mentioning the Expression of Interest(EOI) Name.
8. The Firm must have an updated BASIS Membership Certificate.
9. Should have at least 20 (Twenty) full-time ICT personnel in company to system analysis, design, development, integration, testing, QC, training and implementation of web and mobile-based applications/software solutions.
10. The firm may form a "Joint-Venture (JV) as per the Public Procurement Act 2006 and Public Procurement Rules 2008. All members of such JV will be jointly liable for pre-determined real and well-defined inputs to the assignment. The maximum no. of members in the association will not be more than 02 (Two).
11. Documents demonstrating the management and operational capacity of the firm/joint venture (Brochures, Company Profile and other documents describing company expertise, strength, experience, core functions, products and services, similar assignments or project experience, availability of relevant professional staff and experience among applicant's staff/resources to carry out this assignment.
A shortlist of firms/JVs will be prepared upon evaluation of EOls of the eligible applicants and a 'Request for Proposal (RFP) document will be issued in their favor. A firm/JV will be selected using the Quality and Cost Based Selection (QCBS) method. It is expected that the services will commence in the First week of May-2025.
