Brief Description of Assignment |

The Government of the People's Republic of Bangladesh has received financing from the World Bank toward the cost of the Program for Supporting Rural Bridges (SupRB) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include re-write, revise, and update the Specifications for road and bridge works to support present industry trends and needs including climate resilience activities. Develop Standard Specification Book for Road and Bridge Construction Works implemented by LGED and others. Total estimated key professional staff-months is sixty-seven (64). The services will be implemented within a period of 15 months and July 2025 may be the expected start date of the assignment.

The Local Government Engineering Department (LGED) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage. The shortlisting criteria are:
a) General experience of the Firm(s), core business and years in business. The firm should be registered for consulting services and the minimum age of the firm is 10 years (in case of JV, all members must meet the requirement).
b) Relevant experience in similar assignments in terms of contracts, contract value, contract duration and complexity (Description of similar assignments and it may be mentioned that priority will be given during evaluation to candidates having proven experience in updating specifications for road and bridge works);
c) Availability of appropriate professional qualification and experience among staff
d) Technical and managerial capability of the firm;
Consultants are requested to submit, but not limited to, the following supporting documents in support of the above-mentioned criteria: (i) Certificate of Incorporation of the firm(s) including brochures; (ii) description of relevant assignments (completed over the last 10 years, including nature, total value of the contract, employer, location of service etc.) (iii) Information on turnover and logistics;

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for Investment Project Financing (IPF) Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture (JV) and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. It is preferable to limit the total number of firms in the JV to three.
A Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection (QCBS) Method (open-international) set out in the World Bank Procurement Regulations.
