(i)Budgeting; (ii)Development of a Chart of Accounts; (iii)Disbursement Plan; (iv)Fund Management,; (v)Replenishment of Fund; (vi)Processing Payments; (vii)FM framework for Project Implementation Agencies (PIAs); (viii)Internal Control; (ix)Books & Records; (x)Fixed Assets Record; (xi)Preparation of Financial Statements and Reports; (xii)Disclosure; (xiii)Interface with External Auditors; (xiv)Internal Audit/Operational Audit; (xv)Co-operation in follow-up action by Audit Committee; (xvi)Special Assignments.

| Experience, Resources and Delivery Capacity Required |

"Qualification and Experience:
• Must be a partly qualified professional accountant (CA, ACCA, CMA etc) along with a Master’s Degree in Accounting or Finance or in Business Administration/ Commerce or equivalent.
• Minimum of eight years of proven experience in financial management with full familiarity with large contract payments, GOB budget, fund release, and reporting formalities. Knowledge of rules and regulations for budgeting, accounting, financial reporting and auditing & reporting requirements. Experience in donor-funded projects will be an added advantage.
• Fully conversant with and hands-on experience in Microsoft or similar computerized accounting systems, with the ability to assist in implementation and customization; Skills in software installation and troubleshooting will be added advantages.
• Proven track record of developing a Chart of Accounts suited to the relevant computerized accounting system and reporting needs.
• Experience in effectively supervising personnel.
• Strong organizational and planning skills with the ability to work independently, as a team player, and under pressure.
• Strong interpersonal and communication skills, experience in team leadership and participatory management.
• Ability to impart training to project staff on the financial management system
