1. The Government of the People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) towards the cost of the “Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS) – Bangladesh Phase 1: (BLPA Component) Project” and intends to apply part of the proceeds towards the payment for consultancy services for (a) Financial Management Consultant (b) Social Safeguard Specialist (c) Environmental Specialist, (all are National Individuals) under the project.
2. The objectives of the individual consultancy services and the detailed Scope of Services are mentioned in the TOR that can be obtained from the web portal of Bangladesh Land Port Authority (http://www.blpa.gov.bd).
3. The qualifications and experiences requirement of the Consultants are described as below:
(a) Financial Management Consultant (Package No. BLPA-S7A)
(i) Academic qualification requirements:
Master’s degree in Accounting/ Finance/ Commerce/ Business Administration along with a professional accounting qualification such as CA/ CMA/ ACCA/ CFA/ CPA etc.
(ii) Professional experience requirements:
• At least ten (10) years’ experience in financial management out of which preferably three (3) years in a management position in any government / semi government/ multinational organizations/ donor funded development project, being actively involved and fully conversant with large contract payments, GOB budget and planning procedures, Development Project Proposals, rules and regulations of the Government for budgeting, fund release, accounting, financial reporting and auditing and authorization for use of donors’ funds. Experience/ exposure on World Bank’s fund operating conditions & reporting requirements would be an advantage.
• Fully conversant and hands on experience in Computerized Accounting System with ability to assist in implementation and customization;
• Proven track record of ability to develop a Chart of Accounts with relevance to DPP, Disbursement Categories and Project Components;
• Self-guided, strong organizational and planning skills with the ability to work independently as a team player and under pressure;
• Strong interpersonal communicative skills, experience in team leadership and participatory management.
(b) Social Safeguard Specialist (Package No. BLPA-S9A)
(i) Academic qualification requirements:
Master’s in Social Science or related subject. Further trainings on relevant topics will be preferred.
(ii) Professional experience requirements:
• 10 years of minimum experience as social safeguard specialist for infrastructural (civil engineering) projects and a minimum experience of 5 years directly related to the relevant tasks of land acquisition and resettlement for works of similar nature and complexity.
• Experience of conducting Social Impact Assessment, preparing Environmental and Social Safeguard Framework and Indigenous People's Development Plan as per the requirements of Government of Bangladesh and development funding agencies is highly desired.
• Excellent communication and writing skills with higher-level computer skills in Windows operating system (Word, Excel, Access, etc.) are highly desired.
• Fluency in English and Bengali: reading, writing and speaking.
(c) Environmental Specialist (Package No. BLPA-S8A)
(i) Academic qualification requirements:
Master’s in Environment Engineering or Environmental Science or related subject. Further trainings on WB ESF or relevant topics will be preferred.
(ii) Professional experience requirements:
• 10 years working background in planning, implementation and monitoring of environmental management for large infrastructure projects is required.
• Experience in institutional capacity analysis, preparation and implementation of EMPs for works of similar nature and complexity, and knowledge of World Bank environmental safeguard policies is highly desired.
• Excellent communication and writing skills with higher-level computer skills in Windows operating system (Word, Excel, Access, etc.) are highly desired.
4. The duration of the assignment is 24 (twenty-four) months. However, the duration (Contract) may be increased or reduced based on the performance of the Consultant or the requirement of the Project.
5. The selection will be done following the method of Individual Consultant Selection procedure in accordance with the World Bank Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016 (revised September 2023) (“the Regulations”). The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, September 2023, setting forth the World Bank’s policy on conflict of interest.
6. Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS) – BLPA Component now invites Expression of Interest from the eligible Applicants to indicate their interest to provide the services. Applicants will submit detailed CV mentioning their qualifications and experiences to indicate that they are qualified to perform the services (description of experiences in similar assignments, similar conditions, etc.).
7. Further information can be obtained at the address below during office hours (09.00 to 17.00 hours)
8. Expression of Interest shall be submitted one (1) hard copy and one (1) soft copy (MS Word format in CD or DVD or Flash Drive) by October 23, 2024, up to 03.00 p.m. in a sealed envelope to the address- Md. Ruhul Amin Miah, Project Director, Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS) – BLPA Component Project, Bangladesh Land Port Authority, Plot No. F-19/A, Sher-E-Bangla Nagar, Agargaon, Dhaka-1207. The sealed envelope shall be clearly marked the position and package no. of the service. The REOI can be also be sent through e-mail within the deadline with an additional copy of MS Word format. In case of submission by e-mail, the subject shall be clearly mentioned the name of position and package no. If REOI is not delivered within the deadline or if there is any technical or internet problem that it cannot be downloaded properly, the project authority will not be responsible.
9. The Authority reserves the right to accept or reject any or all EOIs.
