| Brief Description of Assignment |

Brief Description of Assignment: The scope of the services to be provided by the Consultant will include all tasks related to management support, design, and supervision, providing support to the Employer in (i) Construction supervision for all the civil work packages (CP-01 to CP-05); (ii) Supervision of design-build construction works and supplies for all DSI packages, rolling stock and depot equipment, including testing, system integration test, trial run, installation, and commissioning (CP-06 to CP-09); (iii) Propose/suggest/check proposals to/from the Contractors for modification of any design of contractors’ work to be in line with the provisions of the contracts and the applicable international standards and practices; and where required, the Consultant shall prepare design modifications; (iv) Assist the Client in successfully integrating the ERMS to be procured under the Project into the DMTCL's corporate-level ERMS; (v) Interface management within and among all packages and coordination with other MRT Lines under DMTCL or any other organisation; (vi) Supervise accomplishment of all kinds of Utility Relocation works; (vii) Assist/support to coordinate with organizations, stakeholders and a panel of experts; (viii) Necessary coordination/support to the Client for the development of TOD and station plaza; (ix) Review and verify a security assessment and risk mitigation plan prepared by the Contractor(s) related to the construction site and construction method to be adopted; (x) Management and final responsibility for overall system integration; (xi) Assist/support in bidding process including evaluation of the procurement packages of the civil works (CP-01 to CP-05); (xii) Assist/Support in the bidding process of the DSI packages (CP-06 to CP-09) to the extent compliant with the ADB’s Procurement Policy and the Procurement Regulations for ADB Borrowers; (xiii) Supervision and monitoring of the implementation of Environmental Management Plan (EMP) and its sub-plans, including Contractor(s)’ EMP and site-specific plans, Environmental Monitoring Plan (EMoP), Gender Equality and Social Inclusion Action Plan (GESI-AP), Noise and Vibration monitoring, land acquisition and resettlement activities monitoring/verification including updates as & when required (e.g. unanticipated impacts arise, refinement of these instruments become necessary as observed during implementation); (xiv) Supervision of environmental pollution control, occupational and community/pedestrian health & safety protection activities to be conducted by the Contractor(s); (xv) Supervision the grievance redress mechanism, including reporting, and participation in the resolution process; (xvi) Ensure to implement the Traffic Management Plan (TMP) conducted by the Contractor(s) and suggest updates; (xvii) Capacity building through training, workshops, seminars, etc., also facilitates all the training to be provided by the Contractor(s) under the scope of all the construction packages; (xviii) Support for operation and maintenance preparation with technical guidance and operational strategies; (xix) Assist the Client in developing plans and strategies for non-rail business; (xx) Monitoring and forecasting the physical and financial progress; (xxi) Services during the defects notification period and upon completion of the Project; (xxii) Project planning and cost control and (xxiii) Ensuring document control and progress control mechanism. |

1. The Client will shortlist interested consulting firms for the CSC consulting services. The EOI should especially include the following information to assess the satisfaction of the shortlisting criteria, but not limited to i) their facilities and areas of expertise; ii) descriptions of similar assignments; iii) experience in similar operating environments and conditions; iv) managerial strength and financial capacity; v) its policies, procedures, and practices to ensuring high-quality and continuity of experts; vi) quality assurance and quality control policies of the assignments and ISO or other certification (if any); vii) the proposed key strategies for approaching the assignment as per the draft TOR, along with a brief plan demonstrating how it will attain the performance throughout the project period; viii) Average annual turnover for the last 5 (five) years; and ix) History of litigation in courts or any arbitration proceedings (if any), etc. If the above information is in attachments (i.e., in separate documents from the EOI template, and they are not in English, please submit an English translation). 2. Interested consulting firms are requested to submit the EOI electronically through the ADB website (Consultant Management System, weblink: www.csrn.adb.org ) by 11:59 PM (Manila Local Time) on or before 27 August 2024 (Updated/Corrigendum date: 16/10/2024). 3. Only online submission of EOIs in ADB’s CMS is allowed. |
