INFORMATION FOR APPLICANT

Brief Description of Assignment : Scope of Services: The Scope of Services of the Consultant includes, but not limited to the following: a. Support the international Team Leader in project planning, implementation, monitoring, and reporting. b. Support LAISE PIU on implementation in close collaboration with World Bank and produce specific reports as per financing agreement. Participate in project missions and support the World Bank mission. c. Oversee the development and implementation of project activities related to student support, teacher effectiveness, and system strengthening, as outlined in the project sub-results. d. Ensure compliance with relevant policies, guidelines, and regulations.
Experience, Resources and Delivery Capacity Required : Experiences: a. 12 years of experience in managing and implementing projects, preferably in the education sector. b. 05 years of experience in implementing development partner-funded projects is not mandatory but will be considered as an added advantage. c. Previous experience of working with World Bank policies and procedures through development projects will be considered as an added advantage d. In-depth knowledge of the education system in Bangladesh, including policies, regulations, and procedures. e. Strong understanding of the challenges facing secondary education in Bangladesh, especially in the context of the COVID-19 pandemic. f. Experience in leading and managing teams of professionals from diverse backgrounds. g. Good knowledge of the education system in Bangladesh, particularly secondary education. h. Proven experience in monitoring and evaluation of projects. i. Familiarity with the policies and procedures of the Government of Bangladesh.
Other Details (if applicable) : Duration: The duration of the consultancy services is tentatively 42 Month; spread over the project period (Intermittent). Selection Procedures: Directorate of Secondary and Higher Education now invites the eligible Applicants to submit the Expressions of Interests (EoI) for providing the services. The Interested Applicants need to provide information demonstrating that s/he has the required qualifications and relevant experience to perform the services. The selection criteria are: 4.1 Educational Qualification: A post-graduate degree in any discipline. A Ph.D. in education, social sciences, science, development studies, or related fields and/or an additional degree/diploma in education will be considered as an added qualification. Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
