| Brief Description of Assignment |

1. BACKGROUND AND OBJECTIVE
1.1. The Government of the People's Republic of Bangladesh (GOB) will provide fund from the Operating Budget towards the cost of consultancy services for Bridge/Culvert Inspection and Data Entry Operation into BMS Software with the help of Existing Manuals for Gopalganj Zone and Rajshahi Zone.
1.2. This service will pave the way to build a comprehensive database of bridges/culverts under RHD. The objective of this specific service is to establish a database of bridges/culverts under Gopalganj Zone and Rajshahi Zone.
2. SCOPE
Bridge Inspection is the engineering assessment of the physical condition of a Bridge to determine necessary remedial measures such as maintenance, repair, rehabilitation, replacement etc. The following distresses of Bridges/Culverts will be investigated.
1. Corrosion, 2. Crack in Steel, 3. Loose or Missing Bolts, 4. Fracture, 5. Deterioration of Paint, 6. Crack, 7. Spalling/Exposed Rebar, 8. Water Leakage/Efflorescence, 9. Fallen out of Deck Slab, 10. Crack of Deck Slab, 11. Delamination, 12. Abnormal Spacing, 13. Difference in Level, 14. Abnormal Bituminous Pavement, 15. Functional Disorder of Bearing, 16. Defects of Reinforcing Material for Rehabilitation/Strengthening, 17. Abnormal Anchorage, 18. Discoloration/ Deterioration of Materials, 19. Water Leakage/Puddle, 20. Abnormal Noise/Vibration, 21. Abnormal Deflection, 22. Deformation/Break, 23. Accumulation of Debris, 24. Settlement/Tilt/Movement, 25. Scouring and 26. Other Types (As per Bridge Inspection and Evaluation Manual available at RHD Website or Office of the Undersigned)
2.1. Activity-1: Prepare a detailed Framework Plan for Bridge/Culvert Inspection and Data Entry as per requirement of the Procuring Entity.
2.2. Activity-2: Conduct Bridge/Culvert Inspection including Collection of Basic Data of Structures, Condition Inventory with the application of Video and still photography following the existing manuals; Certain Inspection tools and vehicles may be required for the inspection including, but not limited to, Bridge Inspection Vehicle, Speed Boat, Ladder, Robot Camera, Rebound Hammer, Inspection Hammer, Crack Scale, Binocular, GPS, Drone, Rebar Detector, Salinity Measuring Instrument, Vernier Caliper, Laser Range Finder etc.
2.3. Activity-3: Verify collected data and prepare a complete Bridge Inventory in both hard and soft copy
2.4. Activity-4: Input of verified Data into BMS Server as per requirement of the Procuring Entity.
2.5. Activity-5: Prioritize the Bridges/Culverts for intervention measures through BMS Software following existing Manuals.

3. The Roads and Highways Department (RHD) under the Road Transport and Highways Division (RTHD), Ministry of Road Transport and Bridges (MoRTB) now invites Expressions of Interest (EOI) in English from bona fide National consulting firm(s) either as individual firm or in Joint Venture/Association for short listing of Firm(s) for the consultancy services.
3.1. Interested firms may associate with other firms (Locals) to enhance their qualifications but should mention whether the association in the form of “Joint Venture” or “Sub-Consultancy”. In the case of association all members of such “association” should have real and well-defined input of assignment.
3.2. In addition to the above, the JV shall have to indicate all documents mentioned in “Experience, Resources and Delivery capacity required” collectively.
3.3. The lead partner shall not authorize any other partner to sign the contract and any other related documents.
3.4. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. It is preferable to limit the maximum number of firms within 03 (three) in an association or JV including the lead firm
4. The Consultants will be selected under the Quality and Cost Based Selection Method (QCBS) in accordance with the procedures set out in the Public Procurement Rules-2008 including its subsequent Amendments.
5. The Interested Applicants are required to have experience of completing similar nature work/service of Bridge Inspection/ Bridge Retrofitting Work/ Bridge Retrofitting Design/ Bridge Design /Bridge Construction Supervision Work.
6. Interested Firm(s) must provide information emphasizing that they are qualified to perform the services through Brochures, registrations, profile availability of appropriate skills/experts among staff etc.
7. The EOI will be evaluated based on the following (along with certified English Transcript if not in English):
7.1. Registration of the Firm.
7.2. Legal Entitlements of the Firm (Trade License, TIN, VAT Registration, etc.).
7.3. Company Profile: Management, Personnel and Performance (limited to 3 pages).
7.4. Summary of Permanent Professional Staff with key qualifications (qualification and experience of Similar Nature).
7.5. Average Annual Turnover in the last 3 (three) years (Audited Financial Statement for the last 3 (three) years).
7.6. General and Overall Experience of the firm(s) (limited to 10 pages) and
7.7. Experience in Similar nature of service/work over the last 10 years (limited to 20 pages including a short summary); The following mandatory information shall be required but not limited to firm’s role as lead partner/ other partner/ sub-consultant/ Sole participant; duration, billed amount, name of the client/ organization, personnel months etc.
7.8. For Evaluation of Similar Nature of Experience (Work or Service), i) Bridge Inspection, ii) Bridge Investigation, iii) Bridge Repair / Bridge Retrofitting Design, iv) Bridge Retrofitting Work shall get preference.

Any late submission will be rejected.
10. The Procuring Entity shall not be responsible for any costs or expenses incurred by the firm(s) in connection with the preparation or submission of the EOI
11. The Procuring Entity reserves the right to accept or reject all Expressions of Interest (EOI) without showing any reason.
