| Brief Description of Assignment |

"The consulting services (''the Services"") include the following activities as per the Terms of Reference: (But Not Limited to)
I. Review of project documents (Desk review of project documents and related documentation.)
II. Assessment of capacity assets needs and priority.
III. Formulation of the capacity-building strategy and implementation plan.
IV. Development of modules and course materials.
V. Capacity building program for trainers of central government resources pool.
VI. Capacity building program city/ward-based resource pool.
VII. Capacity building program of sanitation workers and staff.

| Experience, Resources and Delivery Capacity Required |

"The short-listing criteria are:
a) Firm's history, especially age of the firm/year of registration/incorporation
General Experience on conducting capacity building programs in similar projects.
b) Experience in developing Training material and delivering different training sessions at the decentralized level. Successful completion of at least 3 (three) capacity building programs on sanitation & integrated waste management and 5R concept implementation in the last 05 years (counting backward from date of publication), capacity building activities in Government, Semi-Government organizations, and/or MDB fund projects, integrated waste management projects, (especially AIIB funded projects, will gain an added advantage) description of similar assignments, experience in completing similar task with the minimum value of BDT-three (3) Crore under a maximum of 2 (two) contracts in the last 05 (five) years with governments/semi-government/ development partners/UN Organizations in Bangladesh/South Asia/south-east Asian region) to perform the Service.
c) The Consultant(s) should have a team comprised of a mix of managerial and field extension agents to ensure that the assignment benefits from best practices of capacity-building programs and is coupled with in-depth knowledge of the local context of establishing sustainable sanitation and integrated waste management.
d) Managerial and organizational (capacity-building programs) should be in place to handle such assignments, along with the availability of appropriate skills among staff, the firm's financial health, and other resources.
